일제의 식민정책과 향약 인식－1920년대를 중심으로－

Abstract

본고에서는 1920년대 일제의 향약 조사와 향약 조사의 성격에 대해서 살펴보고, 일제가 조선의 향약을 어떻게 인식하고 있었는지에 대해서 살펴보았다. 1920년 향약 조사는 朝鮮總督府 中樞院에서 조사한 『朝鮮鄕約ニ關スル書』와 총독부 관료이었던 富永文一의 「往時の朝鮮に於ける自治の萌芽 鄕約の一斑」를 중심으로 분석하였다. 이를 통해 1920년대 일제의 향약 조사는 정치적으로 활용하기 위한 목적이었음을 확인할 수 있었다. 또한 조선총독부 중추원 조사는 기초지식의 확보를 목적으로 수행된 자료의 수집이었던 반면 富永文一의 조사에서는 조선을 정책적으로 제어하기 위한 수단으로 향약을 적극적으로 이용할 것과 그 방법들에 대한 밑그림을 확인할 수 있었다. 또한 3․1운동부터 농촌진흥운동 이전까지 일제의 향약 인식에 대하여 高橋濱吉, 松田甲, 中村榮孝 등 식민지 관료와 官學者들의 향약 연구 자료를 통해서 살펴보았다. 첫 번째로는 향약의 향촌사회 통제와 교화 측면에 주시하고 이를 정책적으로 이용하려는 인식을 확인할 수 있었다. 두 번째로는 전통적인 향약의 자치 기능을 강조하고 이를 지방자치제와 연관시켜 홍보함으로써 일제의 미흡한 지방자치제 개혁에 대한 조선인들의 불만을 축소시키고자 한 측면을 살펴볼 수 있었다.

This is a study of Japanese Empire’s research of Hyangyak in the 1920’s and nature of their research and how they recognized Hyangyak of Joseon. The research of Hyangyak in the 1920’s was mainly analyzed thought “Writing of Hayngyak of Joseon” 「朝鮮鄕約ニ關スル書」 which was surveyed by Jungchuwon (a consultative body) of Japanese Government-General of Korea and “Sprouting of Autonomy in Old Joseon, Commonness of Hayngyak” 「往時の朝鮮に於ける自治の萌芽 鄕約の一斑」 written by Tominaga Bunichi who was a government official of the Government-General. Through this study I confirm that the research of Hyangyak in the 1920’s served a purpose of political use. Comparing to the research of Jungchuwon, which was a collection of data with an objective to secure the basic knowledge, the research of Tominaga Bunichi advised on an aggressive application of Hyangyak to control Joseon strategically and sketched ways to utilize it. Also, I examined Japanese Empire’s recognition of Hyangyak from the March First Independence Movement to Rural Development Movement period through the research of the colonial officers such as Takahasi Hamayosi, Matuda Kou and Nkamura Hidetaka. First it was confirmed that their research paid attention to Hyangyak’s aspect of control and reformation of Hyangchon society and political application of it. Secondly, the research emphasized on the autonomic function of traditional Hyangyak and promoted it related to local self-governing system to reduce dissatisfaction of people of Joseon regarding unsatisfactory reformation of local self-governing system.
