‘기생관광’: 발전국가와 젠더, 포스트식민 조우

Abstract

본 연구는 한국의 발전국가 시기 관광의 의미를 조망하면서 탈식민주의 페미니스트 관점에서 기생관광을 분석하려는 시도이다. 박정희 군사정권은 쿠데타 직후부터 관광사업 육성을 통한 국가 차원의 외화벌이를 본격적으로 실시하기 위한 기반들을 조성하기 시작했다. 그러나 실질적으로 끌어들일 수 있는 관광자원과 사업진행의 노하우 부족이라는 면에서 여성의 몸을 자원으로 활용한 ‘섹스’가 관광개발전략으로 채택된다. 이는 금지와 허용, 범죄화와 국가 규제라는 이중적 성매매 정책이 있었기에 가능한 것이었으며, 젠더질서와 민족 질서 간 이중의 경계짓기를 통해 현실화되었다. 국가적 차원에서 만들어지고 유지된 기생관광은 제국 남성(주체)과 식민지 여성(대상), 식민지 남성이 관광객과 관광지로 은유화되어 이중, 삼중으로 만나는 장이었다. 이것이 포스트식민적 조우인 이유는 첫째, 관광객인 일본인 남성은 관광지인 한국을 여성화되고 성애화된 이미지로 조우하며, 둘째, 관광을 조장하기 위해 소환된 ‘기생’은 제국 남성을 포스트식민의 땅에 불러들이는 식민지적 기표였기 때문이다. 이로써 대한민국의 시공간은 식민지 과거로 퇴행하고, 제국의 현재성(시간)은 피식민 여성의 몸(공간) 위에 펼쳐졌다. 셋째, 과거 식민지배자를 소환한 식민지 남성-관광지 국가는 재식민화와 여성화의 아이러니를 극복하기 위해 두 가지 알리바이를 구성한다. 성별화된 민족주의를 통해 여성들을 분리함으로써 남성들의 행동을 기만적으로 정당화하는 한편, 기생관광을 ‘건전관광’으로 포장함으로써 민족적 자긍심을 회복하고 남성성을 재구성하고자 하였다.

This paper seeks to analyze Japanese sex tourism called ‘gisaeng tourism’ from a postcolonial feminist perspective, exploring the meaning of tourism, particularly during 1960s and 1970s in the developmental state, South Korea. From immediately after a military coup, Park, Chung-hee’s military junta set out to make foundations of tourism policy and industry for the purpose of gaining foreign currency. However, because of lack of the industrial knowhow and the fundamental resources, Park’s regime adopted ‘sex’ as a crucial means to forster tourism. It could be possible with the contradictory policy of prostitution: prohibition and regulation. Futhermore, It became to realize through double boundaries of gender order and national order. ‘Gisaeng’ tourism was a place where imperial man(Japanese man), woman of a colony(Korean woman), and man of a colony(Korean man) met each other doubly and triply. In this sense, ‘gisaeng’ tourism was a post-colonial encountering. First, ‘gisaeng’ tourism was a gendered and eroticized encountering between masculinized tourist and feminized tourist site. Second, ‘gisaeng’ tourism implicated colonizer’s nostalgia to recall a signifier of the colonized time and place, ‘gisaeng.’ Ironically, Korean men, who mainly mediated the encountering between the colonizer, Japanese men and the colonized, women, and between the postcolonial present and the colonized past, reinscribed their own locationality as the colonized. And third, to overcome the double ironies, the Korean government embellished ‘gisaeng’ tourism as a “sound sightseeing” to reconstruct a strong masculinity of Korean men and to recover national pride.
