유아교육ㆍ보육 통합 모델 구축

Abstract

본 연구는 현행 유치원과 어린이집의 이원화 체제에 대한 문제를 제기하고, 유아교육·보육통합의 필요성과 효과를 근거로 향후 우리나라에 적합한 한국형 유아교육·보육 통합 모델을구축하고자 한다. 본 연구에서 제안하는 유아교육·보육 통합 모델은 기관 형태, 대상연령, 운영시간 및 이용시간, 프로그램 등의 측면에서 다양성을 유지하면서 3-5세는 유치원 운영방식, 0-2세는 어린이집 운영방식에 근거하여 유치원과 어린이집의 특징과 장점을 반영하여 구축하였다. 유아교육ㆍ보육 통합 모델의 기본 요소는 ① 관리부처, 전달 체계 및 지원 체계, ② 대상 연령, ③ 운영 및 이용시간, ④ 교육·보육과정 운영 및 질 관리, ⑤ 교사 자격, 양성및 처우, ⑥ 시설기준, ⑦ 부모 비용 부담으로 각 요소별로 기준을 제시하였다. 본 유아교육· 보육 통합 모델이 추후 유치원과 어린이집의 일원화 체제를 위해 유아교육·보육 통합의 효율성을 제고하고, 동일 유형 및 조건으로 운영되는 기관의 격차를 해소해 나가며 우리나라실정에 맞는 합리적인 유아교육·보육 통합이 추진될 수 있는 모델이라 하겠다.

This paper was addressed the problems with split system of early childhood education and care (ECEC), reviewed the benefits and efficiency of delivery of an integrated ECEC, and finally suggested the integration model of ECEC. The model was based on the review of reports related to efforts for the integration of ECEC by OECD countries and domestic reports conducted by KEDI, KICCE, as well as articles in academic journals. The proposed model for equity and quality was based on two assumptions; to sustain the diversity of programs and to reflect the educational and developmental benefits of kindergarten and child care center. Seven dimensions for integration system of ECEC were considered: administration, regulation, and support system, age, hours, curriculum, teacher training, qualification, and salary, standards of facility funding and service fee paid by parents. This model will be helpful to re-construct the relationship between kindergarten and child care center and to reduce the gap in terms of efficiency, equity, and quality.
