복지국가의 변화: 신ㆍ구 사회정책에 기초한 이념형 분석

Abstract

본 연구는 후기산업사회가 도래한 이후 나타난 복지국가의 적응 또는 재편 경로의 실체를 신ㆍ구 사회정책의 관계설정방식을 중심으로 분석하는데 목적을 두고 있다. 이를 위해 구사회정책, 활성화ㆍ사회투자정책, 욕구기반 사회적 보호정책 등의 세 가지 변수를 활용하여 이념형 분석을 실시하였다. 분석은 신사회적 위험과 복지국가의 재편이 본격화된 1995년 이후부터 5년 단위로 총 4개 시점 동안 유럽의 주요 15개 국가를 대상으로 이루어졌다. 분석 결과를 살펴보면, 첫째, 기존 사민주의 국가들은 소득보장 중심의 구사회정책을 대신하여 활성화 정책을 강화하는 방향으로 재편을 실시하고 있다. 둘째, 덴마크와 네덜란드는 유연화ㆍ재조정형의 특성을 강하게 갖고 있어 소위 황금삼각형모델의 특성이 확인되고 있다. 셋째, 보수ㆍ조합주의 국가들은 소극적ㆍ수동적 복지국가의 모습이 지속되고 있지만, 일부 국가에서 욕구기반 사회적 보호정책을 중심으로 신사회적 위험에 대응하려는 노력이 관찰되고 있다. 넷째, 자유주의 유형에 속하는 국가들은 신ㆍ구 사회정책에 대한 전념수준이 모두 낮으며, 남부유럽 국가들은 소극적ㆍ수동적 성격의 복지구조를 지속적으로 유지하고 있다. 이상의 분석결과는 신사회적 위험이 대두되는 상황에서 나타난 복지국가의 적응 또는 재편 과정에 대한 통찰을 높여줌으로써, 복지 후발주자들이 향후 적실성을 담보한 따라잡기 전략을 수행하는데 참고자료로 활용될 수 있을 것이다.

This paper aims to analyze the reality of adaptation or reconstruction path of the welfare states using the ideal type analysis based on the old social policies, including passive transfers and job protection regulations, and new social policies, such as activation, social investment strategies, and need-based social protection policies. For this purpose, 15 European countries are analyzed on a total of 4 observations in every five years since 1995. As a result of this analysis, the Social Democratic countries are implementing a restructuring process in the direction to enhance the activation or social investment policy, while Denmark and the Netherlands have strong characteristics of the ‘Flexicurity’ and the ‘Golden Triangle Model’. Although the Conservative countries’ passive welfare system is being continued, Austria, Belgium, and France try to respond the new social risks through the implementation of a need-based social protection policy. The Liberal countries have low levels in both old and new social policies and the Southern European countries continue to maintain a characteristic of reluctant and passive welfare structure.
