경제학적 관점에서 바라본 CSR의 이론 및 실증 분석 : ‘공공재로서 CSR’과 ‘전략적 CSR’을 중심으로

Abstract

최근 우리나라를 포함한 전세계에서 CSR에 대한 연구가 많이 이루어지고 있다. 하지만 우리나라에서 아직 경제학자들의 관심은 적어 보인다. 이 글에서는 CSR에 대한 해외 경제학 연구를 소개하고, CSR이 국가경제와는 어떻게 관련되는지 자료분석을 통해 살펴본다. 최근 경제학 연구문헌에 따르면 CSR은 기업의 전략적 행동의 결과로 나타날 수 있고, 사회후생의 관점에서 보다 효율적일 수도 있다. 국가기업책임지수(National Corporate Responsibility Index) 자료를 이용하여 국가 단위로 분석해 보면, CSR 수준이 높을수록 GDP 대비 정부지출 비중이 감소한다. 이러한 결과는 CSR을 전략적 결정에 따른 기업의 자발적 공공재 공급으로 보는 Besley and Ghatak (2007)의 이론과 일치하며, CSR에 대한 정부규제는유효하지 않을 수 있음을 시사한다.

Recently, research on CSR is increasing in both Korea and the rest of the world. However, little research has been conducted in the field of economics in Korea. This paper introduces recent development in the economic analysis of CSR in the world, and empirically investigates the association of CSR with the national economy. Economics literature on CSR shows that CSR can be a result of firms’ strategic behaviors, leading to greater social welfare. The empirical analysis using the National Corporate Responsibility Index data presents that CSR is negatively associated with the share of government consumption in GDP, which is consistent with the model of Besley andGhatak (2007). This result also implies that government regulation on CSR may not be socially preferable.
