문화관광해설사 투입의 외부효과와 시장실패: 정부개입의 적절성을 중심으로

Abstract

정부는 문화관광해설사 제도를 지난 10여년이 넘는 기간 동안 추진해 왔고, 향후에도 지속적으로 추진할 것으로예상된다. 따라서 정부가 왜 문화관광해설사 제도를 통해 시장에 개입해야 하는가(즉, 시장개입은 적절한가)에 대한 논리적 검토가 필요하다. 일반적으로 적절성 분석은 사업의 목표와 개입논리를 중심으로 한 평가로 ‘사업에 대한정부의 재정투입은 정당한가?’라는 질문에 대한 답을 찾는 과정이다. 본 연구는 문화관광해설사 사업을 대상으로 외부효과로 인한 자원배분의 왜곡이라는 시장실패(market failure)를교정하기 위한 문화관광해설사 지원에 정부가 개입해야 하는 필요성을 증명하였다. 구체적으로 본 연구는 다음과같은 명제를 증명하고자 한다. (1) 문화관광해설사의 투입을 사업자 자율에 맡길 경우, 투입량은 파레토 효율적인 수준보다 낮고, 관광 서비스의 품질과 관광객 숫자도 파레토 효율적인 수준에서 보다 낮아지며, (2) 문화관광해설사의해설능력이 증가하면, 문화관광해설사의 투입을 사업자 자율에 맡길 경우 문화관광해설사의 과소투입현상이 심화된다. 그리고 유적지 관광서비스의 품질과 관광객의 숫자에서도 파레토 효율적인 수준과의 격차는 더 벌어진다는것을 증명하였다.

This study analyzes a market failure in cultural tourism interpretation sector and shows that government intervention improves the market failure. Using a theoretical economic model, we present two propositions. The first is that if you leave the cultural tourism interpretation to the private sector, the inputs of cultural tourism interpreters are lower than the Pareto efficient level. Number of tourists and tourism service quality are also lower than in the Pareto efficient level. The second shows that the gap between the private equilibrium input level and the Pareto efficient level increases as cultural tourism interpreters become more efficient. This result has important implications for public policy in cultural tourism interpretation market.
