저층주거지 재생을 위한 주민참여형 재생사업 시범사업의 시행효과 분석 연구 - 서울시 마포구 연남동 주민참여형 재생사업(前휴먼타운) 시범구역을 대상으로

Abstract

본 연구는 주민참여형 재생사업의 시행효과를 평가하고자 사회적물리적경제적 측면에서 효과성을 종합적으로 조사분석하였다. 이에 서울 주민참여형 재생사업의 첫 준공사례인 서울시 마포구 연남동 일대를 중심으로 사례연구를 진행하였다. 조사⋅분석 결과를 정리하면 첫째, 사회적측면에서 사업추진협의체 구성원들은 추진과정에 있어 적극적인 역량변화를 보였다. 둘째, 물리적 측면에서 대상지는 지구단위계획 수립 전후로 건축행위가 활성화되었다. 셋째 경제적 측면에서 지구단위계획 수립 이후 길공원길 주변 상권의 형성은 대상지의 경제적 측면의 효과성을 보여주면서 주민참여형 재생사업의 시행효과성을 입증하였다. 이와 같은 효과에도 불구하고 예기치못한 요소들로 인하여 원활한 사업진행과 사업의 효과성을 저해하는 등의 문제들이 발생되었고이에 대해 적절한 관리가 필요한 것으로 사료된다. 이러한 분석을 통해 본 연구는 서울시 뿐 아니라 전국적으로 활성화되고 있는 유지관리형 정비사업에 대한 실질적 효과분석 연구라는 점에서주민참여형 재생사업의 바람직한 진행을 도모함에 의의가 있다고 판단된다. 하지만 시행초기라는한계로 인해 유일사례를 대상으로 연구를 진행하였다는 점에서 아쉬움이 있으며 향후 시행경험이축적될 경우 이를 통합적으로 분석할 필요가 있다.

This study evaluates the impact of the Low-rise Housing Improvement Program through acomprehensive analysis of its social, physical, and economic aspects. The target area of thisstudy is Yeonnam-dong, Mapo-gu, Seoul, which is the first pilot case for the Low-rise HousingImprovement Program. The result in this study are the following. The result in this study arethe following. the Project Promotion Council participated in the project aggressively. Second,Construction works became active after founding district unit plan. Third, the marketing areawas formed around the road-park road. As a result, the Low-rise Housing ImprovementProgram can be considered social regeneration and physical Regeneration, and it was effectivein fostering economic regeneration. However, many unexpected problems exist and propermanagement is needed. This study was carried out so that the Low-rise Housing ImprovementProgram can proceed well. In the future, it must be analyzed in a comprehensive manner byusing a number of cases.
