‘빈곤의 여성화’에 관한 다차원적 비교: 한국과 미국의 사회적 배제

Abstract

The purpose of this study is to perform a longitudinal comparison of the feminization of poverty phenomenon in the United States and Korea. The study uses social exclusion as a multi-dimensional approach through which to explore the nature of poverty in these contexts. Social exclusion is measured through five sub-dimensions: finance, housing, employment, health and social participation. The analysis confirms that the ‘feminization of poverty’ thesis is also valid within a social exclusion discourse. In both countries, women experience heightened social exclusion and the gender gap has widened over time. The dynamics of social exclusion also support the phenomenon of the “feminization of social exclusion”. In addition, levels of social exclusion in Korea are slightly higher than that of the US in all sub-dimensions, except financial exclusion. Therefore, government efforts toward reducing poverty among women must go beyond programs alleviating financial hardship to encompass a more multi- dimensional approach to social exclusion.

본 연구의 목적은 한국과 미국의 두 국가에서 목격되는 빈곤의 여성화 현상을 종단적으로 비교하는데 있다. 그 과정에서 다차원적 접근을 활용하여 보다 확대된 개념으로 빈곤의 현상을 관찰하고, 여성의 사회적 배제에 관한 체계적 이해의 구조를 마련하였다. 사회적 배제 수준을 측정하기 위한 하위 차원은 재정, 주거, 고용, 건강, 사회적 참여 등의 다섯 가지 차원으로 분류하여 구성하였다. 분석의 결과를 통해 빈곤의 여성화 현상이 사회적 배제 측면에서도 여전히 유효한 테제라는 사실을 확인하였다. 한국과 미국 여성들은 모든 차원에서 남성보다 높은 수준의 배제를 경험하고 있으며, 시간의 경과함에 따라 성별 격차의 확대 현상도 함께 목격된다. 또한 사회적 배제에 대한 동태적 분석 결과도 사회적 배제의 여성화 현상을 지지하고 있다. 한국의 사회적 배제 수준은, 재정차원을 제외하고, 모든 차원에서 미국보다 높게 나타나고 있다. 따라서 여성빈곤을 완화하기 위한 정부의 노력은 재정적 결핍의 수준을 넘어 다차원적이고 복합적인 사회적 배제에 대한 대응으로 전환될 필요가 있다.
