일본 환경 ODA 정책의 형성과 변화: 외교정책 및 경제정책과의 연계를 중심으로

Abstract

일본의 ODA 정책은 1990년대 초부터 환경 ODA 중심으로 재편되기 시작하였다. 그 결과 2010년 ODA 규모와 비중이 각각 91억 7400만 달러와 52%를 기록한 데서 나타나듯이, 일본은 양과 질 면에서 독일, 프랑스, 미국, 영국 다른 주요 공여국들을 압도하고 있다. 본 논문의 목적은 일본이 ODA 정책의 변화를 추구하는 가운데 환경 ODA에 주력하게 된 대내외적 요인을 검토하는데 있다. 첫째, 일본이 환경 ODA에 집중하게 된 것은 예산의 감소와 국제공헌의 증대 필요성이라는 모순적 상황을 타개하기 위한 전략이었다. 이로 인해 일본 정부는 환경을 매개로 외교정책과 ODA 정책을 연계함으로써 전략적으로 대처하고자 하였다. 둘째, 2000년대 이후 일본 정부의 전략적 대응은 환경을 고리로 ODA 정책과 국내 경제정책이 연계되는 새로운 단계로 진행되었다. 1990년대 초반 장기불황으로 인해 새로운 동력으로서 환경 분야를 주목한 것이다. 2008년 대외적으로 공표한 ‘쿨어스파트너십’(Cool Earth Partnership)의 사례에서 나타나듯이, 일본이 녹색 기술 등 환경 분야에서 개도국들과의 협력을 새로운 성장 동력으로서 활용하고자 한 것이 대표적 사례이다.

Since the early 1990s, Japan’s ODA policy has transformed into environment-oriented ODA. As demonstrated in the fact that as of 2010, the amount of Japanese environment ODA reached about $9.1 billion, a consequence, Japan successfully established itself as a leader that excels other major donors such as France, Germany, the US, and the UK. This study seeks to examine the factors that caused this policy shift. First, I argue that Japanese policy shift to environment ODA was an attempt to address a challenge arising from the decline of ODA budget and increasing need for international contribution. Under the circumstance, the Japanese government tried to strategically take advantage of environment as a medium to link foreign policy and ODA. Second, I also argue that the Japanese ODA policy took another turn as the Japanese government attempted to link ODA and domestic economic policy. Plagued with a decade-long recession, the Japanese government began to pay attention to the potential of environment as a new engine for economic growth. Against this backdrop, the Japanese government tried to find a new momentum for economic growth by facilitating cooperation with development countries in the area of green technology.
