서울시 제3종일반주거지역 용도지역 변경 특성 연구

Abstract

제3종일반주거지역은 고밀도의 토지이용이 이루어지므로 입지 적합성과 주변지역에 미치는 부(-)의 영향을 고려하여 지정되어야 한다. 이 연구는 제3종일반주거지역으로 용도지역이 변경된 지구의 특성을 분석하여용도지역 변경의 정합성을 평가하는 데 목적이 있다. 이를 위하여 중심지체계, 도로 및 교통여건, 지형지세, 인접용도지역, 주변지역 토지이용특성 등 5개 항목, 18개 분석지표를 설정하였다. 2012년부터 2017년 사이에제3종일반주거지역으로 변경된 서울시 46개 지구를 대상으로 GIS의 near기능, 도로명주소데이터, 도로쉐이프파일의 edit feartures 활용, GIS상에서 네이버 지도와의 연동기능을 통한 위치 정보의 point화, 주변지역 여건분석을 위한 사분면 구성상의 fishnet 활용, 건축물 쉐이프 파일 속성값과 세움터 자료의 join 등 다양한 자료구축방법을 할용하여 분석한 결과 최근 제3종일반주거지역으로 변경된 지구의 50%가 정합성이 충분히 확보되지 않는 것으로 분석되었다. 이들 지구들은 재개발,재건축사업 추진시 주변지역에 대한 맥락과 종합적인 검토없이 단순히 기반시설 기부채납에 의해 종상향이 진행되었다. 따라서 향후에는 중심지체계로부터 지형지세에 이르기까지 종합적인 분석을 통해 용도지역이 관리되어야 한다.

The purpose of this study is to review conformity in the change of zoning implemented to achieve efficiency and publicness of the land use. For the 5 category items consisting of conformity with the center place system, conformi ty in road and traffic circumstances, conformity in topography terrain, conformity with the land use of surrounding area, and conformity with land use characteristics of surrounding area, GIS mensuration, Seoul life circle plan, Seum teo data, etc. were utilized and analysis was carried out with detailed items for each item being additionally set. Co mbining the analysis, 50% of the analysis subject places were shown to have failed to meet relative and absolute crit eria. Consequently, in relation to the future changes in usage area, the minimum public interests should be preserve d in the land use through absolute criteria, and rational as well as efficient management measures should be sought by reflection of regional characteristics through relative criteria.
