88 서울올림픽의 유치과정에 관한 연구

Abstract

본 연구는 88 서울올림픽의 유치과정을 알아보기 위해 서울올림픽의 유치신청과정부터 유치활동, 유치결정에 이르기까지의 전 과정을 살펴보는데 목적을 두고 있다. 서울올림픽 유치의 움직임은 제42회 세계사격선수권대회(1978. 9. 24-10. 5)를 성공적으로 개최한 이후부터 시작되었다. 세계사격선수권대회를 성공적으로 개최한 한국은 1979년 9월 체육과 스포츠 정책을 심의⋅관장하는 국민체육심의회의 회의를 통하여 올림픽대회 유치를 결의하였고, 박정희 대통령은 이를 인가하여 동년 10월 8일 서울시는 올림픽대회 유치를 공포하였다. 박정희 대통령의 서거 이후 정국의 혼란 속에서 최규하 정부는 올림픽 유치를 꾸준하게 준비하였으며 이후 전두환 대통령의 전폭적인 지원으로 서울시는 재차 올림픽대회 유치를 결의하여 IOC에 개최신청서를 제출하면서 올림픽 유치는 본격화 되었다. 정부를 중심으로 한 서울올림픽의 유치 활동은 해외공관, 민간기업인, 스포츠계 인사들의 협력과 다양한 외교 활동으로 일본과의 올림픽 개최 경쟁에서 승리를 할 수 있었다

The purpose of this paper is to investigate the whole process of attracting Seoul Olympics. The movement to host the Seoul Olympics began after the success of the 42nd World Shooting Championships(Sep 24-Oct 5, 1978). After the successful World Shooting Championships, Korea decided to host the Olympic Games through the Korea sports commission that deliberates and manages sports and sports policies in September 1979 and President Park approved it. On October 8 in that same year, Seoul declared the host of olympic Games. After the death of President Park, the government of Choi kyu-ha steadily prepared for the bid, and With the full support of President Chun, Seoul newly resolved the will to host the games and submitted an application form to the IOC to officially initiate the process. The government-led hosting of the Seoul Olympic Games was able to win the Olympic Games competition with Japan in cooperation with foreign embassies, private businessmen and sports officials.
