과학기술분야 정부 싱크탱크의 McGann지표 평가: 기초기술연구회와 산업기술연구회 소속 싱크탱크를 중심으로

Abstract

본 연구는 우리나라 과학기술 분야 싱크탱크들이 글로벌 경쟁력을 높이기 위한 조건이 무엇인가를탐색하는 문제 제기에서 출발한다. 분석대상은 미래창조과학부의 기초과학연구회와 산업기술연구회 산하25개 싱크탱크 중 23개이며, McGann지표를 활용하여 이들의 역량평가를 실시한다. 역량평가에 활용된지표는 자원지표와 수요지표이다. 자원지표로는 재정의 수준 및 안정도를 측정하는 재정자원지표와 인력의수준을 평가하는 인적자원지표이다. 수요지표로는 간접 확산 지표와 직접 확산 지표로 나누어 평가한다. 분석 결과는 아래와 같다: i)재정자원지표 평가에서 과학기술 분야 싱크탱크의 규모는 여타 공공부문싱크탱크에 비해 상대적으로 크며, 이는 연구에 필요한 장비나 재료의 비용이 크기 때문으로 나타났다. 또한 정부출연금 의존도가 낮아서 재정자립도가 높은 편이며, 연구 사업에 대한 치중도가 비교적 높고,부채비율이 낮아 재정안정도가 높다는 등 재정지표가 대체로 양호하다; ii)인적자원지표 평가에서는 총연구인력 규모가 매우 크며, 인력의 연구숙련도도 높게 나타났지만, 신진연구 인력의 유입비율이 낮다는문제점이 있으며, 비정규직 인력 비중이 높아 연구 인력의 안정성은 낮은 편이다; iii)수요지표 평가에서는언론노출도가 매우 낮아서 연구물의 홍보가 미흡하고, 연구보고서, 학술행사, SCI게재 등 직접 확산노력도그리 양호하지 않는 것으로 평가되었다.

This study starts from the question of why Korean governmental think-tanks in science &technology field ranks at lower ranking range in the global think-tank evaluation of TTCSP. To respond this question, the study evaluates 23 governmental science & technology thinks in Korea by utilizing McGann model to check the current status of them in the global competitiveness. Two major indicators employed from the McGann model are the resource indicator and demand indicator. Resource indicator includes financial and human resources indicators which represent financial stability and researcher’s capability respectively. Two demand indicators of direct and indirect information diffusion mechanism are employed as well. Research results show that Korean governmental science & technology think tank are those that: i)the size of budget is big due to the high cost of the material and equipment of scientific and technological research, and the financial independence from the government positions in good condition due to the low rate of debt incurred; ii) the maturity level of researchers is relatively low due to the low rate of new comers vis a vis more numbers of senior researchers than newcomers, and the researcher’s job stability is low as well due to the high occupancy of part-time researchers; iii) an effort to make a media exposure along with direct public relations to the policy-makers shows low level mainly due to the content research-oriented think-tank attitude rather than policy-oriented one.
