환경규제의 오염 집약적 재화 수입에 대한 영향 분석

Abstract

1990년-2004년 간 OECD 20개국을 대상으로 한 패널자료를 이용하여 환경규제가 오염 집약적 재화의 수입 비중에 미치는 영향을 실증적으로 분석하였다. 이를 위해 GDP 대비 오염 물질 감축 및 통제 관련 지출의 비중을 환경규제의 대리변수로서 구축하였다. 분석결과 환경규제의 강화가 오염 집약적 재화의 수입 비중을 유의하게 감소시키고 있음이 상당히 일관되게 나타나고 있다. 또한 기술수준의 향상 역시 그 수입 비중을 일관되게 유의하게 감소시키는 것으로 나타났다. 이는 환경 규제의 강화가 관련 기업들의 자국 내 활동을 위축 시켜 관련 재화의 해외 수입을 증가시키게 된다는 오염피난처가설보다는, 환경규제의 강화가 관련 기업들의 혁신과 효율화 유인을 높임으로써 오히려 경쟁력이 강화될 수 있다는 포터 가설이나 환경 규제가 비관세 장벽으로 작용할 수 있다고 하는 주장을 뒷받침하는 결과이다.

Using the panel dataset of twenty OECD countries for the period 1990- 2004, the paper analyzes the influence of environmental regulations on the imports weight of pollution intensive goods. For the analysis, the data of expenditures for pollution abatement and control are used to construct a proxy variable for the intensity of environmental regulations. Estimation results show robustly that both strengthening of environmental regulations and enhancement of technological level reduce the imports weight of pollution intensive goods. This supports either the Porter hypothesis rather than pollution haven hypothese or the claim that environmental regulations could be functioning as non-tariff trade barriers.
