한국 해비타트의 사례분석을 통한 저소득층 주거지 재생 방향 연구

Abstract

이 연구는 노후주거지에 대한 정비 사업의 문제점에 착안하여 새로운 주거지 재생방향을 찾아보고자 시작하였다. 지금까지 노후주거지는 정비사업의 추진으로 일정한 성과를 거두었다. 하지만 아직도 각종 개발 규제와 낮은 수익성으로 인해 정비가 이루어지지 않는 중소규모의 노후주택들이 상당수가 남아 있다. 이러한 지역에 거주하는 주민 중 대부분이 사회경제적으로 취약한 저소득 가구이며, 주택은 노후화되어 정비의 필요성이 높다. 따라서 이 연구는 비영리주택 활동을 도입하여 정비가 필요한 중소규모의 노후주거지에 대한 재생을 꾀하고자 한다. 이를 위해 비영리주택 활동을 선도적으로 하고 있는 한국 해비타트의 주택공급 경험을 사례로 분석하였다. 분석 결과, 자원봉사를 통해 차상위계층 주민의 부담능력을 감안한 주택공급이 이루어졌으며, 이를 활용할 경우 주거지재생의 가능성을 확인했다. 이에 따라 입주대상 주민의 참여를 전제로 주택활동 전문 비영리 단체가 참여하고 공공과 실질적 파트너십을 통한 주거지 재생 방향을 제시했다.

This study was started to find the policy direction on the problem of rehabilitation project for the lower-income group residential area. Though the existing rehabilitation projects have contributed to the lower-income group residential areas, development regulations and low profitability make it difficult to rehabilitate lots of small and medium scaled deteriorated houses. Most of residents living in the area are supposedly low income houses who are socially and economically vulnerable, of which houses are seriously deteriorated. This study intends to emphasis nonprofit housing movement and to regenerate small and midium scaled deteriorated residental area which must be rehabilitated. A case study on Habitat Korea who has conducted nonprofit house activity initiatively was executed to find specific research implications. As the result of case study, citizens’ volunteer service enabled housing provision projects to consider the ability of the near poverty groups, which shows the improvement possibility for residental area’s regeneration. Nonprofit group specialized by housing activity coupled with occupants’ participation could make the significant partnership with public sector which can be a more successful approach for low-income residental area’s regeneration.
