경기도 소규모 노후 아파트의 구조안전실태와 거주자 인식 조사

Abstract

본 연구의 목적은 준공 후 30년 이상 경과된 경기도 소재 D등급 소규모 노후 아파트의 현황과 문제점을 파악하는 것이다. 연구 내용은 다음과 같다. 첫째, D등급 소규모 노후 아파트 거주자의 현황과 의견, 주민이 인식하는 건축물의 상태를 파악한다. 둘째, 안전진단 전문기관이 건물의 구조적 상태를 진단하여 문제를 파악한다. 본 연구의 조사 대상은 경기도의 재난위험시설로 분류된 30년 이상 비의무관리대상 D등급 아파트 전체인 7개 단지와 A등급 아파트 1개 단지로, 표본동 1개씩을 선정하였다. 조사 방법은 구조화된 설문지를 이용한 거주자 면접조사와 안전진단 전문기관에 의뢰한 구조진단이었다. 조사 기간은 2017년 8월~9월이었다. 조사 결과 첫째, 주민은 전국 도시가구보다 낮은 소득수준이었으며 D등급이 A등급보다 아파트 상태에 대하여 나쁘게 인식하고 있었다. 첫째, 주민은 전국 도시가구보다 낮은 소득수준이었으며 정주의식이 높았다. 아파트의 현재 상태는 벽체와 천장의 균열 상태, 방수 상태, 재난·재해 안전성, 방범 상태에서 D등급이 A등급보다 낮게 인식되었다. 둘째, 전반적으로 건물 내, 외부에서 다수의 균열 및 누수, 콘크리트 박리, 박락, 철근 노출 현상이 발견되었다. 그에 비하여, 콘크리트 품질(탄산화 진행, 철근부식)은 조사 결과 양호한 편이었다.셋째, 기울기의 경우 3곳이 D등급, 2곳은 E등급으로 주민의 안전이 매우 위험한 상황이었다. 넷째, 유사한 노후기간에도 불구하고 등급간의 차이에 영향을 주는 요인 중 하나로 본 조사에서 나타난 것은 거주자 인식 조사에서는 장기수선충당금 액수, 입주자 대표회의 회장과 임원에 대한 신뢰, 안전 진단에서는 방수 보수 관리와 기울기로 인한 구조적 결함이었다. 소규모 노후 아파트의 구조적 문제는 현재 상당히 심각한 것으로 나타났으며 대형 인재로 이어지기 전에 구조적 보강이 실시되어야 한다. 관련 제도의 정비, 재원 마련이 필요하다.

The safety of apartment buildings in Gyeonggi-do, built over 30 years ago, is a concern. This study investigated the current structural safety of old, small ‘grade D’ apartment buildings, classified as disaster risk facilities, and residents’ awareness of the issues. All seven cases of safety grade D and one of four grade A cases (excellent safety) of similar age were compared to see if there were structural differences or differences in residents’ characteristics between the two safety grades. The research involved a structural safety diagnosis and resident interviews with a questionnaire performed from August to September 2017. The results were as follows. First, many concrete cracks, with peeling, exfoliation, exposed reinforcing steel, water leaks, and efflorescence were found inside and outside the buildings. Surprisingly, the quality of the concrete in the two cases with the worst cracks was still good. Second, the tilt in two D grade cases turned out to be grade E, irrespective of the external defect. Third, the residents of grade A and D buildings differed with respect to household income, education level, size of the unit, the allowance for long-term repairs, and community organizations. Fourth, residents’ awareness of the current status of their units differed, especially with regard to the number of cracks inside the units, waterproofing, disaster safety, and crime prevention.
