지역공동체 주도 발전에 대한 거버넌스 특성 분석: 과천화훼단지를 중심으로

Abstract

이 논문의 목적은 과천화훼단지를 중심으로 한 지역공동체 주도 발전의 거버넌스 특성을 분석하고 그 성공 요인을 밝히는 것이다. 이를 위하여 연구방법은 문헌연구, 참여관찰, 면담 방법을 사용하였다. 질적 자료 분석에서 나타날 수 있는 연구자의 주관성을 최대한 배제하고 신뢰도와 타당도의 문제를 극복하기 위하여 다양한 이해관계자들과의 심층 면담, 신문기사, 문헌 자료 등을 같이 사용하는 방법론 삼각측정 및 자료 삼각측정을 이용하였다. 분석결과, 과천화훼단지 지역공동체의 분권화된 조직, 자발적인 참여, 네트워크 구축, 신뢰와 협업이 거버넌스를 강화하고, 공동체의 발전에 긍정적인 영향을 끼치는 것으로 분석되었다. 분석결과를 바탕으로 지역공동체의 발전을 위해서는 지역 구성원들의 참여를 기반으로 한 공동목표 설정, 목표를 달성하기 위한 자원의 확보, 의사결정 권한에 대한 제도적 지원 등이 중요하다는 점을 정책적 함의로 논의하였다.

The purpose of this study is to analyze the governance characteristics of Community-Driven Development(CDD) in the Community of Gwacheon Flower complex Community(CGFC). For this purpose, the participant observation method and qualitative data from interviews, local news paper, and existing literatures were used. To overcome problems of reliability, validity and subjectivity in qualitative data analysis, ‘methods triangulation’ and ‘data triangulation’ were used. Study results shows that decentralized organizations of community, voluntary participation, close network, trust and cooperation was found to be important factors for successful governance of CGFC. Based on these findings, policy implications such as the importance of developing common goal with participation of community members, close networking among stakeholders, attracting institutional support for necessary resources and decision-making power were suggested.
