일본의 TPP 정책에 관한 국내논의

Abstract

이 글의 목적은 일본의 TPP(Trans-Pacific Partnership; 환태평양동반자협정, 일본에서는 環太平洋經濟連携協定이라고 함) 교섭참가에 관련된 일본 국내의 논의를 분석하는 것이다. 일본 정부는 TPP 교섭 참가에 관한 결정을 내리기 위해서 대외적으로는 교섭참가에 관한 조건협상을 진행하면서 국내적으로는 교섭참가에 반대하는 정치적 상황을 극복해야 하는 전형적인 투레벌 게임(Two-Level Game) 상황에 처해있다. 시장개방에 관련된 논의는 첫째, 일본이 글로벌 사회에서 생존하기 위해서 국내를 어떻게 개혁할 것인가, 둘째, 일본이 시장개방화 이후에 국제사회와 경쟁에서 이길 가능성에 대한 판단이다. 개방론자들은 일본인과 기업은 무역자유화 이후 외국 기업과 경쟁에서 승리할 것이라고 주장한다. 반대론자들은 농업관계단체 등 TPP에 의해서 손해를 볼 것이라고 주장하는 이익단체들과 그 이익을 정치에서 대변하는 정치가들이다. 일본 정부는 대외적으로 TPP 협상타결에 성공해야 하며 그 이후 국내 비준과정에서 정치권 특히 국회에서 교섭타결에 관한 동의를 얻어야 한다. 2012년 현재 일본 국내정치에서 민주당 노다정권과 같이 약체화된 정치적 리더십으로는 협상타결과 비준과정에서 원만하게 정치적 타협점을 찾기는 어려운 상황이다.

A purpose of this essay is to analyze domestic debates of Japanese TPP policy. The Japanese government is under the typical "two-level game" situation, in which externally it should negoatiate with the foreign TPP participants concerning its condition for participatin g, as well as internally it should overcome domestic oppositions to TPP. Japan's TPP policy is mainly related to (1)how the Japanese society should reform itself to survive in the rapidly globalizing economy where the national border no longer plays a protecting barrier to foreign exports; and (2)whether the Japanese industry should maintain its competitiveness after the liberalized domestic market. Liberals argue that the Japanese industry will be competitive enough to survive the liberalized market, whereas the protectionists argue that the Japanese industry will overall receive negative effects from the TPP. Under the two-level game situatio n if Japan is to participate to TPP, the Japanese political leadership should be strong enough to overcome the domestic opposition to TPP. As of 2012 it is not realistic to expect Prime Minister Noda can exercise such leadership.
