한국의 무역 자유화: 개방ㆍ보호ㆍ보상의 정치경제

Abstract

본 연구는 1990년대 이후 한국의 무역 자유화과정에서 나타나는 특징을 파악하고, 그러한 특징이 나타나는 원인을 고찰한다. 이를 위해 개방ㆍ보호ㆍ보상 사이에서 작동하는 메커니즘에 초점을 맞추어 한국 무역 자유회의 특징을 설명한다. 한국은 지난 20여 년 동안 무역 자유화를 지속적으로 추진하기 위해 보호와 보상을 선택적으로 활용하는 전략을 취해왔다. 구체적으로 첫째, 한국의무역 자유화는‘광범위한 무역 자유화와 불균등한보호’라는 특징을 나타내고 있다. 개방의 범위에있어서 매우 광범위한 무역 자유화가 진행되는 가운데, 농업 등 일부 산업 분야에 대하여 보호가집중되는 경향이 있다. 둘째, 한국의 무역 자유화에서 나타나는 또 하나의 특징은‘무역 자유화를위한 보상의 지급’이다. 이러한 특징은 무역 자유화에 대한 강한 반대가 존재하고, 피해집단의 이해관계가 사전적으로 조정되지 못한 채 정책결정의 최종단계에서 처리되기 때문에 나타난다.

This study aims to examine the main features of trade liberalization in South Korea. In particular, I explore the way in which opening, protection, and compensation play out in the trade liberalization process. For the last twenty years, South Korea has taken advantage of protection and compensation to facilitate trade liberalization. The first characteristic of Korea’s trade liberalization is ‘comprehensive trade liberalization and uneven protection.’In terms of the scope, trade liberalization has been quite comprehensive, whereas protection tends to be concentrated in a small fraction of sectors. Second, the Korean government has utilized compensation as a means to sustain trade liberalization. While offering protection to a few sectors, the Korean government chose to facilitate trade liberalization by providing direct compensation for groups suffering from trade liberalization.
