남ㆍ북ㆍ러 가스관 사업의 정책적 접근

Abstract

북한 경유 러시아 가스관 연결 사업은 단순한 에너지 협력 사업의 차원을넘어서, 과거 남북한 간에 진행된 어떠한 협력 사업에 비할 수 없는 막대한 정치적 경제적 영향을 가져올 것이다. 그러나 본 사업은 협상 결과와 추진 방식에 따라서는 우리나라에 이익을 주기보다는 부정적인 영향을 미칠 수도 있을것으로 예상되기 때문에 신중하고 합리적인 대응 전략이 필요하다. 본 연구에서는 ‘정책 갭 분석(policy gap analysis)’을 통하여 남ㆍ북ㆍ러 가스관 사업의정책적 평가와 전망을 시도하였다. 분석 결과에 따르면, 현재 우리 정부의 사업 추진 방식과 내용을 토대로 볼 때 본 사업은 국가의 중장기적 이익을 달성하는 목표와는 상당한 ‘정책 갭(policy gap)’을 나타내고 있다. 따라서 본 사업이 우리나라의 에너지 안보에 기여하고, 동북아 지역과 한반도에서의 우리나라의 입지를 강화하는 계기가 되기 위해서는 본 사업이 우리나라의 에너지 안보에 어떠한 영향을 가져올 것인가, 가스관 연계를 통하여 우리나라의 경제적 이익을 극대화할 수 있는 전략은 무엇인가 그리고 북한의 막대한 규모의 통과세수입이 한반도 평화와 통일에 어떠한 영향을 미칠 수 있는가 등에 유의하여야한다. 북한 경유 가스관 사업에 있어서 가장 유의하여야 할 점은 북한이 거두게 될 막대한 통과세 수입이 북한 정권의 핵개발이나 정권 공고화에 사용되지않게끔 담보하는 것이다. 이와 같은 유의점들에 대한 방안이 충분히 마련하여본 사업이 우리나라의 에너지 안보, 경제적 이익 그리고 한반도의 평화와 통일에 기여할 수 있어야 한다.

The natural gas pipeline project to be managed, constructed and operated by South Korea, North Korea, and Russia is not only a trilateral effort in energy cooperation, but it is also an unprecedented multi-national undertaking that may lead to momentous political and economic changes in Northeast Asia. However, this project could be a double-edged sword due to the uncertainties surrounding the project. This paper perhaps introduces one of the earliest academic discussions on the issue. The research work for this paper conducted a Policy Gap Analysis (PGA). PGA identifies specific key outcomes which the project needs to produce for achieving South Korea’s national benefits. PGA results can forward directions on how to more efficiently carry out South Korea’s policy goals. PGA also determines focal policy areas and policy goals, and it sets a policy agenda, all which are needed by the Korean government to successfully carry out the natural gas pipeline project. The PGA is targeted on three focal policy areas: 1) energy security and international relations inherent to the project, 2) key economic criteria needed to maximize benefits from the project, and most importantly 3) transit fee payments to North Korea. A key finding of PGA shows that wide gaps exist between the desired levels of these three areas and South Korean government policy. This finding suggests that the South Korean government must reconsider its current approach to the project and design a more systematic approach that will achieve optimal national benefits for South Korea.
