사회복지관 조직성과의 변화에 관한 연구: 2000년과 2001년 사회복지관 평가결과에 대한 비교 분석

Abstract

본 연구의 목적은 사회복지관 평가사업 이후, 사회복지관에서 나타나는 조직성과의 변화 정도를 살펴보고, 평가 등급의 변화를 예측하는 변수들이 무엇인지를 파악하는데 있다. 이를 위해 본 연구는 2000년과 2001년에 서울시 종합사회복지관을 대상으로 실시한 평가사업의 결과를 비교하였다. 연구의 대상은 두 번의 평가사업에 공통으로 참여한 82개 복지관이고, 분석에 활용된 평가지표는 두 번의 평가에 공통으로 사용된 4개 평가영역(운영주체, 재정, 프로그램, 지역사회관계)의 25개 지표이다. 분석의 결과, 사회복지관 운영주체영역과 관련된 평가 항목의 점수는 전년도에 비해 크게 상승하였으나, 프로그램영역의 점수는 크게 하락하여, 사회복지관 평가사업의 목적은 부분적으로 달성된 것으로 보인다. 또한 전년도에 비해 평가의 등급이 상승한 복지관과 유지 및 하락한 복지관을 구별해 주는 구체적인 평가의 영역은 운영주체영역과 재정영역인 것으로 나타났다.

The major purpose of this study is to look into the changes of organizational performance in social welfare agencies. In order to do that, this study compares the results of 2 year organizational evaluations that had been executed to 82 community welfare agencies in Seoul. Major results are as follows: Average point for facility operation area in 2001 rises greatly than point of previous year, but point for program area falls. Therefore, main objective of organizational evaluation is partially achieved. Also, major evaluation areas that distinguishes the ascending community welfare agencies and others are facility operation area and finance area.
