일본 FTA 네트워크 전략의 형성과 변화

Abstract

본 연구는 일본의 FTA 정책을 네트워크 전략의 관점에서 고찰하는 데 목적이 있다. 일본의 FTA 정책에 관한 기존 연구들은 개별 FTA의 체결 과정 및 효과, FTA를 추진하는 데 영향을 미친 대외적 요인, FTA를 추진하는 정책결정과정에서 나타난 국내 정치적ㆍ제도적 제약에 대한 연구가 주류를 이루고 있다. 이러한 연구들은 FTA의 효과 및 영향 요인에 대한 엄밀한 분석을 하고 있다는 장점이 있다. 그러나 주로 일본의 사례에 초점이 맞추어져 있기 때문에 동아시아 FTA 네트워크 내에서 일본의 위치를 분석하는 데 한계가 있는 것이 사실이다. FTA 정책을 네트워크 전략의 관점에서 분석할 필요가 있는 것은 FTA의 경제적 효과를 극대화하기 위해서는 FTA 네트워크 내에서 허브의 위치를 확보해야 하며, 외교안보적 측면에서 보더라도 FTA는 동아시아 국가들을 연결하여 자국에 유리한 지역 질서를 설계하는 데 중요한 역할을 하기 때문이다.

This study aims to explore the evolution of Japan’s FTA policy from a network perspective. Existing explanations tend to shed light on the negotiation process and effects of individual FTAs, external factors, and political and institutional constraints in FTA policymaking. They provide the rigorous analysis of effects and various factors that influenced Japan’s FTA policy. However, given that they focus on individual FTAs, they are unable to explain Japan’s position within East Asian FTA networks. It is necessary to examine Japan’s FTA policy from a network perspective. First, from a economic view point, it is of paramount importance to maintain a hub status within the FTA network to maximize economic benefits of FTAs. Second, in terms of diplomatic and security, FTAs serve as a useful means to design regional orders favorable to Japan by connective East Asian countries.
