출산장려금의 정책효과 연구: 제도도입 전후 출산율 증감경향 비교분석

Abstract

본 연구에서는 전국의 기초자치단체가 도입한 출산장려금의 정책효과를 분석하였다. 제도도입 이전의 출산율 추세변화와 제도도입 이후의 출산율 추세변화의 차이를 정책효과로 정의하고 분석한 결과 정책효과는 도입 후 3년간은 정책효과가 나타나지 않다가 4년이 지나면서부터 나타나기 시작하여 그 수준이 점증하는 현상을 확인할 수 있었다. 또한 기초자치단체별로 출산장려금의 금액 수준은 매우 다양하였지만 외국의 사례와는 달리 그 액수 자체가 출산율 제고에 긍정적인 영향을 미친다는 사실을 발견할 수는 없었다. 기초자치단체는 출산장려금을 일시급, 분할급, 양자 혼용과 같은 방식으로 지급하고 있었으며, 이중에서 분할급 방식과 일시급 방식이 혼용방식에 비해 정책효과가 더 높았다.

This study was designed to analyze the policy effect of local governments' fertility encouragement allowance programs on fertility. For the measurement of policy effect, each individual local government's trend of fertility rate was estimated based on least-squares method. Both before and after trends of program implementation were calculated firstly, and compared to estimate their policy effects secondly. This study showed positive impact of fertility encouragement allowance programs on fertility. The program effects were shown in an incremental way up to four years after the implementation. The amounts of allowance were not associated with the increase of fertility rates, but with the types of payment such as a lump sum or monthly allowance.
