정신보건전달체계의 운영측면에서의 현황분석과 개선방안: 정신보건사회복지실천의 영역과 범위를 중심으로

Abstract

본 연구는 국내 정신보건전달체계의 현황을 운영의 측면에서 분석하고 개선 방향을 탐색하면서, 서비스 제공의 일 주체로서의 정신보건사회복지실천의 영역과 범위에 대한 확장의 필요성을 논의하고 그에 따른 과제들을 제시하고자 하였다. 이러한 목적을 위해, 국내 정신보건전달체계의 운영 현황을 서비스 대상, 서비스 환경, 프로그램, 전문인력의 네 가지 요소로 나누어 포괄성, 연속성, 적절성, 조정, 접근성의 측면에서 분석하였다. 또한, 정신보건 개입스펙트럼의 개입틀을 바탕으로 전달체계 운영의 개선방향을 논의했으며 이러한 논의가 정신보건사회복지실천의 영역과 범위에 시사하는 바를 다루었다. 본 연구는 다양한 정신 및 비정신보건기관에 산재하여 활동하고 있는 사회복지실천가들 간에 공동의 이해기반을 구축하기 위한 기초적 작업으로서, 정신보건 전달체계의 운영 측면에 초점을 둠으로써 구조적 측면에 편중된 국내 전달체계의 논의에 균형을 도모하는데 그 의의가 있다.

The purpose of this conceptual paper is two-fold: (1) to examine current issues of service delivery from the operational aspect, vis-a-vis structural aspect, and explore future directions for improvement, (2) and then to argue for an application of more expanded definition of social work practice to address those issues. Utilizing such concepts as comprehensiveness, continuity, appropriateness, coordination, and accessibility, the author discusses various operational issues and their implications for practice, in terms of the following four components of social work practice: clientele, practice setting, program and professional development. The paper is significant in that it bring along a balance in the literature of delivery and coordination of mental health services in Korea where much attention has been paid to the structural aspect of service delivery. It also serves as a basis on which social work practitioners from various settings begin to construct a common ground of understanding on the changing nature and scope of their practice.
