- 국제정치학적 측면에서 볼 때 2004년 1월 윤영관 외교통상부 장관의 해임은 매우 의미심장한 사건이다. 민주화 시대에 변화하는 한국외교의 환경과 정책결정과정에 대해 적지 않은 것을 시사하고 있기 때문이다. 이 글은 그 의미의 일단을 이론적으로 규명하려는 시도이다.
