지방분권 수준 측정을 위한 지방분권 지표의개발과 적용

Abstract

본 연구는 지방분권화의 추진이 강조되고 있고, 점진적으로 추진되는 단계에 있는 우리나라에서 지방분권 정책의 수립과 집행에 효과적으로 활용할 수 있는 다양한 지방분권 지표를 개발하고, 이를 통해 우리나라의 지방분권 수준을 측정해보는데 주된 목적을 두고 있다. 본 연구에서는 지방분권을 하나의 차원이 아니라 조직·인사, 사무배분, 재정이라는 세 개의 부문으로 구분하고, 다시 각 부문별로 중앙으로부터 지방으로의 배분과 배분된 권한의 자율적 사용이라는 2개의 분석차원에 따라 세부 측정지표를 개발하였다. 각 부문 및 분석차원, 측정지표의 가중치 설정을 위해서는 AHP 분석기법이 활용되었다. 개발된 지방분권지표를 적용하여 지방분권 수준을 측정한 결과, 우리나라의 지방분권 수준은 전체적으로 2002년 56.3%에서 2005년 9월말에 58.8%로 계속 향상되었음을 볼 수 있다. 분야별로는 조직인사 분야가 77.2%로 분권화 수준이 가장 높고, 사무배분 분야는 49.1%, 재정 분야는 41.7%로 가장 낮은 것으로 나타났다.

Since decentralization is now being strongly emphasized and incrementally implemented by the Korean government, developing indices to measure the level of decentralization will be highly useful for policy making regarding decentralization and its implementation. The main purpose of this study is to develop decentralization indices and to measure the decentralization level of Korea using these indices. Instead of considering decentralization as a whole, this study divides decentralization into three aspects: organization and personnel, functional, and financial. Then, the indices are developed in terms of two dimensions: distribution between central and local governments, and the autonomy of distributed powers in each aspect. The AHP analytical technique is employed to set up the weightings for each aspect, dimension, and index. The result of measuring using the developed indices shows that the decentralization level in Korea has increased from 56.3% in 2002 to 58.8% in 2005. In detail, the level of organizational and personnel decentralization at 77.2% is the highest, the level of functional decentralization at 49.1% is next, and the financial decentralization level at 41.7% is the lowest
