경기도 기초자치단체간 발전격차 분석: 입지여건별 발전수준과 격차추이 비교

Abstract

본 연구는 경기도 31개 시･군을 대상으로 입지여건별 발전도와 지역별 발전격차 추이를 분석하였다. 이를 위해 1999년과 2003년의 7개 영역 23개 개별지표를 선정, 표준화지수로 환산한 후 이를 종합하여 지역 간 비교하였다. 분석결과를 요약하면 다음과 같다. 첫째, 경기도의 지역격차는 정부주도의 발전정책 및 규제정책에 의해 나타난다. 즉 발전정책의 혜택을 입은 서울과 인천, 수원 중심의 도시는 발전도가 높은 반면, 국방과 환경보호의 이유로 규제를 받은 경기북부와 경기남부의 동부지역은 발전도가 낮다. 둘째, 전반적으로 경기북부가 경기남부보다 미발달된 것은 사실이나 서울에 인접한 지역은 발전되고 있다. 경기북부에 위치하고 있더라도 서울과 인접한 구리시와 고양시, 의정부시는 다른 지역에 비해 발전도가 높다. 셋째, 서울-인천 축과 서울-수원 축을 중심으로 개발이 집중된다. 넷째, 경기도 외곽지역에 소재한 지역은 남북 간 큰 차이 없이 개발정도가 미흡하다. 이러한 결과를 토대로 지역격차를 완화하기 위해서는 어떠한 노력이 필요할 것인지를 제시하였다.

This study analyzes the development levels of local governments and the disparities in Gyeonggi Province. For the purpose of this study, dimensions of regional disparities are classified into 7 components. To measure the levels and trend of regional disparities, 23 indicators are used for the data 25 cities and 6 counties. Z-scores are calculated to compare the disparities of development levels among local governments in the province. The major findings of this study are as follow: First, regional disparities of Gyeonggi Province are caused by central government' development and regulation policy. Second, local governments located in north Gyeonggi Province are generally underdeveloped than those in the south, and most of local governments neighboring Seoul are highly developed. Third, development levels of local governments located around the axis of Seoul-Incheon and Seoul-Suwon are higher than those of other regions. Fourth, local governments located in far from Seoul are underdeveloped. This paper discusses how to alleviate regional disparities and shows research implications for further research.
