| dc.description.abstract | 본 연구는 국책연구기관, 즉 정부부문 싱크탱크의 실태분석을 통해 바람직한 발전 방향을 모색하고자 하는 정책연구의 하나이다. 우리나라 정부부문 싱크탱크는 국가발전에 대한 종전의 지대한 공헌에도 불구하고 여전히 많은 문제점을 노정시켜왔다. 새로운 정부가 들어설 때마다 이러한 비판적 목소리는 새로운 제도 변화로 이어져 왔다. 본 연구는 이러한 제도 변화를 중심으로 역사적 발전 과정과 설립주체별, 설립목적별, 연구 인력별, 및 예산 규모별 실태분석을 시도한다. 이어서 연구원 독립성의 저하와 부처감독과 통제, 부처이기주의와 중복연구, 우수연구인력 유출, 상대적 경쟁력 약화, 고위정책결정자들의 싱크탱크 활용 미흡 등의 문제점을 지적한다. 본 연구는 이러한 문제점을 해결하기 위한 방안으로서 정부부문 싱크탱크의 독립성 강화, 부처이기주의와 중복연구 극복, 우수연구인력 유치, 상대적 경쟁력 강화, 및 고위정책결정자의 정부부문 싱크탱크 활용 방안과 평가시스템 강화 등의 대안을 제시한다. | - |
