시·군 통합의 지역경제성장 효과

Abstract

본 연구의 목적은 첫째, 시․군 통합에 성공한 지역과 시․군 통합이 무산된 지역경제성장 효과를 비교함으로써 시․군 통합이 도시경제성장에 긍정적인 영향을 주었는지에 대해 규명하는데 있으며, 둘째, 통합시의 어떠한 특성이 도시경제성장에 영향을 주었는지 분석하는데 있다. 이를 위해 본 연구는 경제기반분석모델을 통해 기반고용자 비율을 산출하고, 변화할당분석을 통해 고용성장률 예측치를 산출하여, 시․군 통합을 한 지역과 무산된 지역 간의 경제성장효과를 비교 분석하였다. 또한, 회귀분석을 통해 시․군 통합의 경제성장효과를 가져오는 요인을 분석하였다. 첫 번째 분석 결과, 지금까지 시․군 통합의 단기적 경제성장효과는 미미했으나, 장기적으로 경제성장의 잠재력은 통합시가 비통합시보다 상당히 높을 것으로 예측되었다. 따라서, 통합시는 장기적인 관점에서 경제성장의 효과를 가져 올 수 있는 정책을 수립할 필요가 있다. 두 번째 분석 결과, 단기적으로 인구 증대를 통한 규모의 경제가 통합시의 경제성장에 영향을 미치지만, 이러한 요인은 장기적으로 그 영향력이 감소하게 되고, 미래의 도시경제성장을 위해서는 기업규모, 소득, 지방재정이 중요하다는 것을 알 수 있다. 따라서 시․군 통합의 목적을 단순히 인구가 늘어나는 데 두는 것이 아니라, 시․군 통합을 통해서 도시의 경제여건을 보다 견실하게 만들어 도시경제성장을 촉진시키는 것이 타당할 것이다.

The purposes of this study are to examine first, whether city-county consolidation has had the effects of regional economic growth compared to non consolidated region which had been tried to consolidate, and second, which factors has affected the consolidated regions‘ economic growth. To achieve the purposes, this study compared regional economic growth effects between consolidated regions and non-consolidated regions using the proportion of basic industry employment produced through economic base model and the projected employment growth rates produced through shift-share analysis. And then, this study analysed the determinants of the consolidated regions’ economic growth effects using factor analysis. The results of the first analysis show that short-term economic growth effect of consolidation seems weak, while long- term effect is projected substantially high. The results of the second analysis show that economies of scale by population increase only affect short-term economic growth of consolidated regions. However these effects will diminish in long-term, and for long-term economic growth, the size of firms, income, local government finances are more important.
