지상파 방송 디지털 전환 촉진정책의 경제적 효과 분석: 셋톱박스에 대한 정부지원의 효과를 중심으로

Abstract

현재 지상파 방송은 디지털 신호와 아날로그 신호를 동시에 송출하고 있으나, 2010년에는 아날로그 신호의 송출을 중단하고 디지털 신호만 송출할 계획이다. 그러나 아날로그 신호를 중단할 경우 디지털 TV나 디지털 신호를 영상신호로 바꾸어 주는 ‘셋톱박스’를 구입하지 않는 소비자는 TV 시청이 불가능하게 된다. 이 경우 지상파 방송의 “大原則”인 지상파 방송의 보편적 접근(Universal Access)에 위배된다. 따라서 방송위원회는 아날로그 신호 중단 시점에서, 디지털 TV 비구입자를 대상으로 아날로그 TV로도 TV 시청이 가능케 하는 셋톱박스에 대한 지원을 고려하고 있다. 본 논문에서는 간단한 이론모형을 통해 셋톱박스에 대한 정부지원의 경제적 효과를 분석한다. 그 결과 셋톱박스에 대한 보조금은 아날로그 신호 중단 시, TV를 시청할 수 없는 소비자 계층을 줄여줌으로써 보편적 접근에는 기여하는 반면, 소비자들의 디지털 TV 구입 유인을 저해함으로써 결과적으로 전체적인 사회후생에는 부정적인 효과가 있음을 발견하였다.

Terrestrial broadcasters currently send both digital and analog signals to the public. But the government plans to switch off the analog signals in the near future. In this case, the consumers who will not have the digital TVs or the set-top boxes that enable them to watch TV with their existing analog TVs are unable to watch television. This violates the principle of the universal access of the terrestrial broadcasting. Thus the Korean government takes the subsidies for the set-top boxes into serious accounts, when it decides to switch off the analog signals. We examine the economic effects of the government's subsidies for the set-top boxes, by using a simple theoretical model. We find that the subsidies for the set-top boxes may have negative effects on economic efficiency and thus on the social welfare by obstructing the consumers' incentives to purchase the digital TVs, while contributing the universal accesses.
