지상파 다채널방송 도입의 경제적 효과에 대한 실증분석

Abstract

신호압축 기술의 발전으로 주어진 주파수 대역에서 여러 개의 채널을 제공하는 ‘지상파 다채널방송’이 가능해짐에 따라 이의 도입을 둘러싼 찬반 의견들이 활발하게 논의되고 있다. 현재까지의 논의를 대체로 살펴보면, 지상파방송사들은 다채널방송의 도입을 찬성하고 있으나 유료방송계에서는 이의 도입을 반대하고 있는 상황이다. 본 연구에서는 개별 산업계의 입장을 떠나 다채널방송 도입이 산업 및 시청자의 후생에 미치는 영향을 고려한 총 사회후생(Total Social Welfare)을 기준으로 경제적인 효과를 실증적으로 추정하였다. 먼저 경제적 효과를 추정하는 방법론을 제시하였고, 자료의 제약에 따라 몇 가지 제한적인 가정 하에 다채널방송 도입의 효과를 산출하였다. 결과는 다음과 같다. 첫째, 만일 다채널방송의 도입이 디지털 전환율(시청자들이 DTV를 구매하는 비율)을 증가시키지 못한다면, 다채널방송의 도입은 총 사회후생을 오히려 감소시킨다. 둘째, 다채널방송의 도입에 따라 시청자의 디지털 전환율이 추가적으로 매년 3.2%P 이상 증가하는 경우에는 다채널방송의 도입이 총 사회후생을 증가시키게 되어, 도입의 타당성이 부여된다.

The improved Signal Compression Technology enables Multichannel terrestrial Broadcasting service domestically, followed by fierce debate on the introduction of the service. Currently, terrestrial broadcasters go along with the adoption of the service, while CATV operators are on the opposition side. This study analyses economics effects of the introduction of Multichannel terrestrial Broadcasting service based on the total social welfare criteria. We present the basic estimation model and methodology, and perform several simulations. The main results are as follows. First, the introduction of Multichannel terrestrial Broadcasting service even lower the total social welfare if the digital conversion rate is maintained after the introduction of service. Second, Multichannel terrestrial Broadcasting service is only welfare-improving if the service increases the digital conversion rate by 3.2%P.
