한미동맹과 오바마 행정부의 대한반도 정책

Abstract

The alliance between Korea and United States has experienced dynamic changes since the formation of alliance. However, recently major new developmental stage in ROK-US alliance is emerging after Presidents Lee Myung-bak and Barack Obama issued a major “Joint Vision” statement on pursuing a comprehensive strategic alliance in 2009. The statement made the transformation of the ROK-US alliance into formal goal of the global partnership between their administrations. This paper attempts to analyze bilateral ties by using alliance theory in order to explain dynamics of ROK-US alliance. By applying various models of alliance theory to relations between the ROK and U.S., it will find proper models of the alliance and problems within the alliance. Besides, it will analyze the Presidents Lee Myung-bak and Barack Obama’s foreign policy directions, which will be required at a time when Korea-U.S. relations are evolving into strategic alliance. Finally, this paper attempts to provide policy recommendations for the pursuing of ROK and US strategic alliance.

한미동맹의 새로운 전환점이 진행되고 있다. 오바마 대통령은 이명박 대통령과 부시 대통령이 합의한 전략적 동맹의 유산을 그대로 이어받고 한미동맹의 강화를 강조함으로써 한동안 새로운 민주당정부와의 불협화음의 가능성을 불식시켰다. 특히 한국에 대해 최고의 우호적 이미지를 보임과 동시에 수차례에 걸친 이명박 대통령과의 정상회담에서 한미동맹의 중요성을 강조한 바 있다. 오바마 대통령의 스마트 파워외교는 세계적 경제위기 극복과 지구촌 리더로서 성공한 모습으로 선진 국가뿐만 아니라 발전도상국가에도 기여하는 미국 외교정책을 근간으로 삼아추진하고 있다. 따라서 오바마 대통령으로서는 6ㆍ25 전쟁 이후 눈부신 경제성장과 민주화를이루고, 1997년 경제위기와 최근의 경제위기를 성공적으로 극복하는 과정이 다른 국가들의모범이 되는 한국이 미국의 외교정책에 여러 가지 면에서 유용하다고 판단하고 있다. 이러한 한국의 발전과정에서 미국의 역할이 크다는 것은 주지의 사실이며, 현재 전략적 동맹으로 세계현안에 공동대처하고자 하는 노력이 미국 역할에 대한 좋은 사례를 제공하고 있다. 이글에서는 전략동맹으로 향하는 한미동맹을 동맹이론의 관점에서 분석하고자 한다. 이를 위해 오바마 행정부의 대 한반도정책을 분석하고 전략동맹을 위한 정책적 제언을 분석한다.
