학습조직 모델에 터한 우리나라 평생학습도시 재구조화 전략

Abstract

재개된 평생학습도시 조성사업은 검증된 이론과 모델을 통한 깊은 통찰을 요구받고 있다. 통찰의 방향과 도착지가 바로 학습조직이라는 데에서 이 논문은 출발한다. 이러한 시의성과 문제의식에 착안하여 Watkins와 Marsick이 개발한 학습조직 모델을 사용하여 평생학습도시의 재구조화를 위한 학습조직의 중요변인과 실행의 우선순위를 도출하는 데 주안점을 둔다. 주요 연구결과에 터한 결론은 첫째, 학습조직의 사람수준과 구조수준 중에 사람수준이 우선적으로 선행되어야 한다. 둘째, 학습조직의 개인차원, 팀 차원, 조직차원 중에 팀 차원이 먼저 고려되어야 한다. 셋째, 학습조직의 인프라, 시스템, 문화영역 중에 ‘자유로운 토의 및 참여’, ‘문화를 학습기회로 인식’, ‘팀 업무개선 인정 및 보상’, ‘쌍방향 소통’, ‘삶과 일의 조화’와 ‘벽 없는 문화’, ‘연구 및 학습활동 존중’ 요인을 먼저 고려해야 하는 것으로 나타났다. 따라서 평생학습도시의 학습조직화는 팀 기능 및 팀 학습의 강화와 조직차원의 학습문화 확산을 요구한다. 궁극적으로 평생학습도시의 학습조직화를 위한 재구조화 전략은 마을단위로 관계중심의 학습네트워크 강화와 지역의 특수성을 고려한 학습공동체 문화운동으로 요약된다.

The project for a lifelong learning city, which has been resumed recently, is required to go through the depth of insight through the verified theory and model. Thus, this study starts based on the assumption that the direction and final destination of the insight is the very learning organization. Based on such ideas as timeliness and critical mind, this study puts its focus on drawing forth the major variables of a learning organization and the order of priority in its implementation for restructuring lifelong learning city using the learning organization model devised by Watkins & Marsick. The conclusion based on the major research results is as follows:First, in consideration of priority, people level should precede structure level of the learning organization. Second, the team dimension should be first considered among individual dimension, team dimension and organizational dimension. Third, the result reveals that the first thing to be considered in the domain of the infrastructure, system, and culture of a learning organization is the factors of 'free discussion & participation', 'recognition of culture as a learning opportunity', 'two way communication', 'balance between life and work', 'barrier-free culture' and 'respect for research & learning activity.'Accordingly, cultivating a lifelong learning city as a learning organization requires intensification of team function & team learning, and spread of learning culture at an organizational dimension. Ultimately, the restructuring strategy of a lifelong learning city is summed up as strengthening of relation centered learning network at the level of village-unit and learning community culture movement in consideration of the embeded characteristic of the area.
