일본의 그린 IT 정책과 일본 기업의 대응전략

Abstract

일본은 환경보호와 경제성장이 양립하는 사회의 실현을 위한 ‘그린 IT 이니셔티브’를 제창하고, 지구온난화에 대한 구체적 대처방안을 추진하기 위해 2008년 2월 1일에 산･관･학(産官學)이 연계한 ‘그린 IT 추진 협의회’를 설립했다. 일본의 그린 IT 정책이 목표로 하는 것은 크게 「IT의 녹색화(Green of IT)」와 「IT에 의한 녹색화(Green by IT)」로 구분할 수 있다. 즉, 본격적인 IT화에 따른 정보통신량의 증가에 의해 IT・Electronics기기는 계속해서 증가할 것으로 예상되며, 증가하는 IT・Electronics기기의 소비전력을 삭감하는 정책으로서의 「Green of IT」와 함께 궁극적으로는 「Green by IT」를 통해 에너지의 효율성을 확대함으로써 산업, 업무, 가정, 운송 등 각 분야의 CO₂삭감에도 크게 공헌하는 것을 목표로 하고 있는 것이다. 이러한 일본정부의 정책동향과 이에 대응하고 있는 일본 기업의 그린 IT 전략에 대한 현황을 분석함으로써 향후 한국의 녹색성장정책 개발 및 한국 기업의 기업 활동에 있어서의 「그린 IT」의 방향성에 관한 시사점을 모색해 보고자 하는 것이 본고의 연구목적이다.

Japan has proposed ‘Green IT Initiative’ for the society, that realizes both economic development and environmental protection and also has built joint project of ‘Green IT Promotion Council’ which involves industry, government and academy in 1st February 2008. The main purpose of Japanese policy toward Green IT is ‘Green of IT’ and ‘Green by IT’. It means IT electronics instruments will be increased due to enlargement of information and communication demands. Thus, in order to reduce the increasing future demand of power consumption Japanese government made ‘Green of IT’ and ‘Green by IT’ policy to gain energy efficiency. This will also bring CO₂reduction in the industry, house hold and logistics etc. The aim of this study is to analyze the policy of Japanese government and reaction of the business market. This paper will give inspiration to Korean government to make the policy of ‘Green growth’ and industry those who are planning to develop the Green IT.
