시화지구개발에서 시화지속발전협의회의 역할에 대한 평가와 전망: 환경문제 해결기구로서의 역할을 중심으로

Abstract

이 논문은 시화지구 개발과정에서 환경문제 해결기구로 탄생한 시화지속협의회가 정부기구나 시장기구의 한계를 어떻게, 얼마나 극복하였는지를 검토하면서 환경문제 해결기구로서 시화지속협의회의 역할을 평가하는 것이 목적이다. 이를 위하여 이 논문은 문헌자료, 개방형설문조사, 심층면담 등 질적자료와 질적분석을 사용하였으며 삼각측정을 활용하였다. 평가를 위한 분석은 개발방식의 선택, 의사결정 권력의 배분, 환경문제의 복잡성과 불확실성에 대한 대응, 정부와 시장기구의 한계를 시화지속협의회가 얼마나 보완 또는 극복하고 있는지 등을 중심으로 하였다. 분석 결과, 시화지속협의회는 의사결정권의 균등한 배분을 통하여 기존의 개발계획을 보다 환경친화적인 방식으로 변경시켰고, 정부조직보다 장기적이고 통합적이며 협력적인 방식으로 환경문제에 대응하였으며, 시장기구보다 지역주민의 선호를 더 잘 반영한 것으로 분석되었다. 이러한 결과를 바탕으로 시화지속협의회가 지속가능한 발전을 위한 새로운 형태의 지역개발기구로서 발전할 수 있는 가능성이 있음을 제안하였다.

The purpose of this paper is to evaluate the Shihwa Sustainable Development Council (SSDC) in the process of Shihwa Town development. The focus of the evaluation was the council’s role as an environmental problem-solving institution for the Shihwa development area. For this purpose, this paper used qualitative data from an open-ended survey questionnaire sent to the council members and from in-depth interviews with people on and outside the council. To ensure the validity and reliability of the qualitative analysis, within-method triangulation was used. The results show that the SSDC was successful in creating a development plan that was more environmentally friendly than the original one. It also shows SSDC's potential to supplement the shortcomings of government and market mechanisms in solving environmental problems. Its response to the problem was more integrative, cooperative, and future-oriented than that of government and market mechanisms. Given this result, this paper suggests that the SSDC could be reinvented as a new form of regional development organization for sustainable development.
