한국의 공식적 빈곤선에 대한 비판적 고찰

Abstract

한국의 빈곤선에 대한 연구는 최저생계비에 대한 비판적인 고찰이 중심이 되고 있다. 한국은 공식적 빈곤선으로 최저생계비 개념을 도입하고 있기 때문이다. 그러나 이러한 비판들은 최저생계비라는 개념에 집착하기 때문에 바람직한 대안을 제시하지 못하고 있다. 세계적으로 빈곤선에 대한 연구는 방법론과 개념에 있어서 다차원적으로 발전하고 있다. 전통적인 절대적 빈곤선과 상대적 빈곤선을 대립관계보다는 상호보완적 차원으로 연구하고 있다. 한국의 공식적 빈곤선도 다차원적인 개념의 도입을 바탕으로 비판의 대상이 되어 왔던 자의성이나 조사대상에 대한 갈등의 문제를 해결할 필요가 있다.

The Korean official poverty line adopts the concept of "poverty threshold" which uses the expenditure based statistics. Therefore most studies of poverty line focus on the poverty threshold in Korea. However, there has been considerable improvement in poverty measurement over the recent decades internationally. The most recently developed poverty measurement is the concept of a multidimensional poverty measurement. This perspective focuses on the concept of poverty as a human condition that reflects failures in many dimensions of human life. Now is the time for Korean researchers to have interest in this concept of poverty.
