dc.description.abstract참여정부는 정보화와 세계화의 급속한 진전으로 인한 환경의 변화와 국민의 권리의식과 시민의식의 신장에 따른 새로운 행정수요의 증가에 기존의 행정시스템으로는 효과적으로 대응하는데 한계가 있다는 인식하에 혁신이라는 기제를 통하여 행정패러다임의 변화를 도모하였다. 본 연구는 참여정부에서 이루어진 정부혁신의 사례들을 중앙정부부처, 지방자치단체, 공공기관과 지방교육청의 4개 기관별로 정리하여 정부혁신의 성과를 공유하고 향후 지속가능한 정부혁신의 방향을 제시하고자 하였다. 이를 위하여 정부혁신사례를 설계단계, 실행단계, 결과단계의 3단계로 구분하고 각 단계별로 세부지표를 설정하여 4개 기관별로 분석하였다. 분석결과 첫째, 자발적인 조직문화로 자리 잡으면서 공무원의 아이디어에 의한 정부혁신이 적지 않았다. 둘째, 4개 기관 혁신사례의 대부분이 시스템의 개선과 혁신문화 정착을 위한 다양한 프로그램을 개발하였으며, 이를 제도화하기 위한 다양한 노력을 수반하였다. 셋째, 혁신사례에 대한 활용의 범위를 확대·재생산하기 위한 체계적인 시스템을 구축하였다.-
dc.description.abstractSince late 1980s Korean society have experienced the enlargement of citizen rights and citizenship, because of democratizing authoritative political system. It has also witnessed the rapid proceeding of globalization and the remarkable development of information technology. These have worked for creating new administrative demands. Participatory Administration identified some limitations in effectively responding to these demands and, thus, attempted to change administrative paradigm in terms of innovation. This study aimed at sharing some fruits of innovation in the public sector and presenting the direction of sustainable innovation in the future, by analyzing innovative cases of central departments and agencies, local governments, public agencies, and local educational agencies. The study divided these cases into three stages such as planning, implementation, and outcome and analyzed them by using specific indicators employed for each stage. The results showed that the four types of organizations revealed some differences in the initiative group, object, method, obstacle, and outcome of innovation. The study found, however, that innovation in the four types of organizations has commonly been initiated by the ideas of organizational members; that they developed various programs for improving administrative systems and settling down innovative culture; and that they constructed systems for utilizing and reproducing the innovative cases already developed.-
