해방 후 평생학습의 전개과정 분석 : 신사회운동 관점에서

Abstract

본 연구는 해방 이후 평생학습의 전개과정을 신사회운동의 관점에서 분석하고 그 시사점을 논의하고자 착수되었다. 이를 위해 Abercrombie, Hill, & Turner(2000: 358-359)와 Jarvis(2007: 118-119)의 관점을 조합한 신사회운동으로서의 평생학습 개념 틀에 근거하여 ① 목적, ② 사회적 기반, ③ 행동의 수단, ④ 조직적 측면에서 어떻게 평생학습이 전개되었는지를 분석하였다. 그 결과, 첫째, 목적 측면에서는 국가 발전 가치 중심에서 자아실현, 고용가능성 증진, 사회 통합 증진 등의 사회․문화적 가치중심으로 이동하였다. 이는 국가중심에서 지역사회, 시민에게로 평생학습 문화가 확산된 것을 의미한다. 둘째, 사회적 기반 측면에서는 전문직 교육자들이 성인교육사에서 평생교육사와 평생교육관계자로 다양화되었으며 평생교육 제도의 확립이 단계적으로 이루어졌다. 셋째, 행동의 수단 측면에서는 소수에서 다수의 이해관계자가 포럼, 출판, 저널, 홍보 등에 참여하는 것으로 나타났고, 주제면에서도 다채로워졌으며, 공동주관과 후원 등이 다양화되어 평생학습운동의 전국시대를 이루었다. 넷째, 조직 측면에서도 소수의 학회 중심이던 것이 다수의 학회, 협회, 연합회가 등장하는 등 다양한 조직으로 확산되었다.

This study is an attempt to analyze the evolutionary process of lifelong learning in Korea through the new social movement viewpoint. To do this, the study analyzed the process based on the new social movement framework which is consisted of ① aims ② social base ③ means of action ④ organization coined by Abercrombie et al.(2000) and Jarvis(2007). The research findings are as follows. First, the aims were transformed to social-cultural values which were a self-realization, increasing employability and enhancement of social inclusion from national development values. These meant that learning culture spread from national government oriented to local civic communities. Second, the social bases were diversified from adult educators to lifelong educators and lifelong education practitioners and then lifelong education systems were established by stages. Third, the means of action were also diversified such as forums, publications, journals and promotion in which practitioners and stakeholders were actively participated. Moreover, the subjects became various and joint auspices, co-sponsors and sponsors were diversified. Fourth, in the case of the organizations, there were emergence of diverse learning groups, learning associations, and learning institutes in Korea.
