포퓰리즘의 오용과 복지포퓰리즘 담론의 구축: 보수 언론을 중심으로, 2009-2018

Abstract

본 연구의 목적은 보수 언론을 중심으로 2000년대 말 등장하여 2010년대 초 폭발적으로 확산된 복지포퓰리즘 담론이 어떤 개념과 논거 위에서 구축되었는지를 규명하는 데 있다. 이를 위해 2009년부터 2018년까지 조선일보, 중앙일보, 매일경제에 실린 복지포퓰리즘 관련 기사를 활용하여 개념 연결망과 논증 구조를 분석한다. 핵심 주장은 다음과 같다. 첫째, 복지포퓰리즘 담론은 포퓰리즘의 오용에 기초한다. 이 담론에서 포퓰리즘은 단순히 선거에서 승리하기 위해 복지 공약을 남발하는 정치권의 무책임한 행태라는, 일반적 용법의 포퓰리즘과 무관한 의미로 쓰인다. 둘째, 보수 언론은 오용된 포퓰리즘 개념을 토대로 2000년대 말부터 활성화된 복지 논쟁을 무책임한 정치 경쟁의 산물로 단순화하고 그것을 복지 경쟁으로 문제화한다. 이 과정에서 ‘과잉 복지’가 야기할 재정․경제 파탄이 핵심 논거로 활용된다. 셋째, 보수 언론은 선별적 복지와 보편적 증세에 기초한 복지 확대를 주장하고 보다 진보적인 입장을 비판하는데 있어 포퓰리즘을 논거로 활용한다.

This study examines the concepts and arguments that the welfare populist discourse, which has spread rapidly in Korea since the late 2000s, is based on. To this end, it explores the concept network and argumentative structure by analyzing articles related to welfare populism in three conservative newspapers - Chosun Ilbo, Joongang Ilbo, and Maeil Business Newspaper - between 2009 and 2018. The main arguments of this paper are as follows: first, the welfare populist discourse misuses the word “populism.” It is used in a distorted sense to describe the irresponsibility of politicians and parties who competitively present overly generous welfare policies only to win elections. Second, the conservative newspapers recontextualize the welfare-policy debates as products of competition among irresponsible political entities, and problematize it as the so-called “welfare competition.” This is mainly supported by the argument that “excessive welfare” will threaten fiscal soundness and cause a fiscal and economic crisis. Third, the conservative newspapers call for selective welfare policies and universal tax hikes for the expansion of welfare programs and denounce other potential solutions - such as universal welfare policies and selective tax hikes - as populist ideas.
