경제위기 이후 빈곤가구의 소득이동 유형화

Abstract

본 연구의 목적은 IMF 경제위기 20여 년이 경과한 시점에서 경제위기 당시 빈곤 상태에 있던 386 가구를 추출하여 이후 19년간의 소득 변화의 양상을 파악하는 것이다. 이를 위하여 한국노동패널조사자료를 통해 사건배열분석을 실시하였고, 분석의 결과는 다음과 같다. 첫째, 경제위기 당시 빈곤했던 386가구 중 60-65%가 지난 19년간 3분위 이하의 저소득 상태를 벗어나지 못하고 있었다. 둘째, 19개의 시점 동안 빈곤가구의 소득변화 패턴을 분석한 결과, ‘저소득 지속형’, ‘중간소득 중심형’, ‘고소득 이동형’ 등 3개의 유형이 도출되었는데, ‘저소득 지속형’은 전체 사례 중 50.3%로 압도적인 비중을 차지하고 있었다. 셋째, 유형별 차이를 보면 ‘저소득 지속형’의 경우 가구주 연령이 높고 여성가구주 비중이 가장 크면서 교육수준은 가장 낮았다. 반면 ‘고소득 이동형’은 전체 사례 중 10%밖에 되지 않는데, 가구주의 학력이 가장 높고, IMF 직후 초기단계에 근로소득과 부동산소득이 뚜렷하게 높았다. 마지막으로, 각 유형의 요인을 분석한 결과, 가구주의 낮은 연령과 가구원 수의 증가가 ‘중간소득 중심형’이나 ‘고소득 이동형’의 가능성을 높였다. 그러나 개인 및 가족 특성 이외에도 평균 근로소득이나 사회보험소득, 금융자산 등 IMF 직후 초기단계의 소득 구성요소와 소득수준이 이후 20년의 패턴을 결정하는데 영향을 미친 것으로 나타났다. 이러한 분석결과를 토대로 본 연구는 안정적인 근로소득 보장을 위하여 표준화된 임금체계의 마련, 소득보장과 적극적 노동시장정책의 결합, 소득의 재분배에 대한 재고찰 등을 제언하였다.

The purpose of this study is to examine the pattern of income mobility for the next 19 years in 389 households who were poor at the time of IMF economic crisis. To do this, we performed sequence analysis through the Korea Labor Panel Survey. The results of the analysis, 60-65% of households who were poor at the time of the economic crisis were unable to escape from low income status below the third quintile for the past 19 years. Second, the analysis of income mobility patterns of poverty households revealed three types: low-income continuous type, middle income type, and high income entry type. Low-income continuous type accounted for an overwhelming share of 50.3% of all cases. Third, in the case of ‘low-income continuous type’, the age of the householder was the highest, and the proportion of the female householder was the highest, and the education level was the lowest. On the other hand, ‘high-income entry type’ accounts for only 10% of the cases. Households have the highest education level and earning income and real estate income are remarkably high in the initial stage immediately after IMF. Finally, we analyzed the factors of each type and found that the younger the householder is and the higher the number of family members, the higher the likelihood of ‘middle-income type’ or ‘high income entry type’. In addition, income components and income levels at the initial stage immediately after the IMF, such as average earnings, social insurance income, and financial assets, influenced the pattern of the next 20 years. Based on the results of this analysis, this study suggested the establishment of a standardized wage system to guarantee a stable earned income, a combination of income security and active labor market policy, and a review of concept about income redistribution.
