한국의 보육공공성과 ‘제3의 보육체계’ - 서울형어린이집을 중심으로 -

Abstract

최근 민간, 가정어린이집의 서비스 수준을 국공립어린이집 서비스 수준으로 끌어올려 공공성(publicness)을 강화하겠다는 ‘제3의 보육체계’가 지자체별로 추진되고 있다. 이러한 민간어린이집의 준공영화가 보육의 공공성을 담보하고 보육서비스 질적 개선 효과가 있는지 분석하는 것이 본 연구의 목적이다. 대표적으로 ‘제3의 보육체계’ 중 하나인 ‘서울형어린이집’의 보육서비스 질적 효과를 분석하였다. 그 결과, 서울형어린이집은 완전한 국가개입하의 공공성을 담보하고 있다고 보긴 어렵지만, 지배적인 민간보육시설의 보육서비스 질적 개선효과 및 향후 국가개입하의 공공성 담보 가능성에 있어서 긍정적 효과가 나타났다.

Local governments recently try to introduce ‘the third system of childcare’, which aims for enhancing the publicness of childcare. These are mainly carried out through the way giving publicity to private facilities, and then pursue the improvement of the service quality in those facilities like as the level in public childcare facilities. We will identify this change in private facilities as the term of ‘the third system of childcare’, which represents the semi-publicizations in childcare, since there should be the state intervention for service management. This research aims for analyzing whether those trials in private markets are effective in terms of service quality. ‘Seoul type childcare’ is currently mentioned as one representative example among those experiments. We there for evaluate the effect of the service quality in ‘Seoul type childcare’ for investigating the effect of ‘the third system of childcare’. As a result, we conclude that there is a positive effect on assuring the publicness of childcare with the state intervention. However, there still exists a doubt to say that ‘Seoul type childcare’ ideally accomplish the publicness of childcare through complete state intervention.
