장애인 고용장려금 정책의 사중손실 분석

Abstract

본 연구의 목적은 법정 장애인 의무고용률을 초과하여 장애인을 고용한 사업주에게 지원되는 장애인 고용장려금 제도의 사중손실을 추정하는 것이다. 기존 장애인 고용장려금 관련 연구는 주로 고용에 미친 효과성을 분석하는 데 초점이 맞춰져 있어 장애인 고용장려금 제도개편 방향을 제시하는 데 한계가 있다. 본 연구에서는 장애인 고용장려금 제도의 사중손실 정도를 분석하여 사중손실과 같은 제도의 역기능을 줄이기 위한 방안을 검토하였다. 성향점수매칭 기법을 활용하여 사중손실을 분석한 결과 크게 세 가지 결론이 도출되었다. 첫째, 기업규모가 클수록 사중손실이 크게 추정되었다. 둘째, 중증 장애인보다는 경증 장애인 고용과 관련해서 사중손실이 크게 추정되었다. 셋째, 여성 장애인보다는 남성 장애인 고용과 관련해서 사중손실이 크게 추정되었다. 현행 장애인 고용장려금 단가는 장애의 정도에 따라 차등 지원되고 있는데, 차등의 정도가 그렇게 크지 않은 것을 알 수 있다. 향후 사중손실을 좀 더 줄일 수 있는 방향으로 단가 조정 방안이 마련되어야 한다고 판단된다.

The purpose of this study is to estimate empirically the amount of deadweight loss inherent in the Employment Subsidy for the Disabled (ESD) policy, which provides subsidy to firms that hired the disabled more than the level required by the disability employment quota. Previous literature focuses on analyzing the employment impact of the policy, and as a consequence, it is difficult to derive meaningful policy measures that can be used to improve the ESD policy. This study therefore focuses on estimating the magnitude of the deadweight loss of the ESD policy, and proposes policy alternatives that can be used for minimizing such loss. We find three conclusions based on the propensity score matching method. First, the bigger the firm size, larger the magnitude of the deadweight loss. Second, the deadweight loss is larger for people with severe disabilities than those with minor disabilities. Third, among people with disabilities, the deadweight loss is larger for females than males. At this point, the amount of subsidies that firms receive is different depending on the disability grade of a hired person, though the difference is quite small. We argue therefore that there must be a policy measure targeted at making the difference salient in an effort to reduce the deadweight loss.
