최근 북한의 대남공작 양상과 전망

Abstract

지난 70년 동안 북한의 대남전략은 대남공작을 통해 합법, 비합법, 반합법적으로 시행되어 왔다. 2010년대에 들어오면서 김정은 시대의 대남공작은 이전보다도 더욱 전투적이고 공세적으로 전개되고 있다. 즉 북한은 남조선혁명의 여건을 조성하게 위해 지하당 구축공작 및 통일전선공작, 사이버공작, 우회 침투 및 간첩공작, 특수공작 등을 치밀하게 진행하고 있다. 앞으로 북한은 경제난과 외교적 고립에도 불구하고 대남전략 차원에서 남한 내 친북세력을 독려 또는 이들과 연대하면서 남조선 혁명의 결정적 시기 조성에 주력해 나갈 공산이 크다. 따라서 우리는 북한의 정교한 대남공작에 대처하기 위한 체계적이고 종합적인 대응전략을 마련해야 한다.

South Korea strategy(對南戰略) of North Korea (hereinafter abbreviated as NK) was brought into practice lawfully, unlawfully or semi-lawfully through the so-called 'South Korea operation(對南工 作)' over the past 70 years. Entering the 2010s, South Korea strategy in the era of NK's supreme leader Kim Jong-un has developed more belligerently or more aggressively than ever before. That is, NK has been carrying out meticulously various operations including underground-party building operation, unification front operation, cyber operation, roundabout infiltration operation, espionage operation etc. in order to foster conditions for revolution in South Korea. In the future, NK is highly possible to make efforts to create a decisive moment for people's democracy revolution in cooperation with pro-NK liners in South Korea. So we should prepare overall and systematic countermeasures to cope with NK's secret and crafty operations.
