정부변동에 따른 환율변동 유형에 관한 연구 - 1998-2016 진보･보수 정부의 환율변동에 관한 종단면적 비교분석 -

Abstract

환율(exchange rate)은 외환의 국내통화 가격으로 정의되며, 자국통화에 대한 3국의 통 화 교환가치를 의미한다. 보수 성향을 띄고 있는 친기업적 정권의 경우 환율 상승을 유도 하고, 진보 성향이 있는 친시민사회의 정권의 경우 환율 하락을 유도한다고 가정할 수 있 다. 본 연구는 1998년 김대중 정부 출범에서 박근혜 정부에 이르기까지 19년간의 환율변 동 자료를 기초로 정권변동이 환율에 어떤 영향을 미쳤는지에 대해 분석하였다. 분석 결 과 정부의 이념 성향과 환율의 변동 유형은 어느 정도 관계가 있다는 증거를 여러 곳에서 발견할 수 있었다. 첫째, 진보 성향을 뚜렷이 보여 준 노무현 정부의 경우 다른 정부에 비해 저환율 정책을 유지하고 있었으며, 정권 초기에 비해 말기의 환율은 크게 낮았다. 이념 성향이 진보였던 김대중 정부도 정권 초기에는 환율이 낮아지는 성향을 보였다. 둘 째, 친기업을 앞장세우며 보수 성향을 뚜렷이 보여준 이명박 정부의 경우 초반부터 환율 이 높아지는 성향을 보여 주었다.

The exchange rate in Korea refers to the value of Korean currency against a unit of the US dollar. It is assumed that governments with conservatives tend to keep higher exchange rate than those with progressives, because conservative governments are oriented toward pro-business policies whereas progressive ones are directed toward pro-working policies. This study explored the relationship between government ideologies and exchange rate policies by using monthly exchange rate data collected from Kim Dae-jung, Roh Moo-hyun, Lee Myung-bak, and Park Geun-hye administrations. This study showed that there exist meaningful relationship between government ideologies and their change pattern in exchange rates. The Roh administration with progressivism kept lowering exchange rates during his term, while the Lee administration kept raising them in his term.
