사회복지사는 무슨 일을 하는가?: 사회복지사의 과업과 역할에 대한 지향과 현실

Abstract

사회복지실천 현장을 둘러싼 환경은 지속적으로 변화하며 사회복지사에게 새로운 과업과 역할을 요구하고 있다. 이러한 환경 속에서 사회복지사들은 우리 사회에서 복지 전문가에게 요구하는 그리고 필요로 하는 모습에 최선을 다해 응대하기 위해 노력하고 있다. 본 연구는 현재 우리 사회에서 사회복지사가 요구받는 다양하며 상충되는 역할과 과업에 대한 기대 속에서, 사회복지사들은 무슨 일을 하며, 자신의 실천행위에 대해 어떻게 인식하고 있는지, 특히 사회복지사의 실제 업무수행과 기대, 그리고 중요성을 어떻게 평가하고 있는지 분석하였다. 서울시사회복지사협회에 등록되어 있는 사회복지사를 대상으로 자기기입식 온라인 설문조사를 실시하였고, 총 841명의 사회복지사가 응답한 설문에 대해 IPA (Importance- Performance Analysis: 중요도-수행도 분석) 분석을 실시하였다. 분석의 결과, 사회복지사들은 사례관리, 권익증진과 환경변화, 그리고 지역사회 조직화에 대한 기대 수행비율이 높은데 반해, 일반적인 행정업무의 비중이 상대적으로 높은 것으로 나타났다. 전문가적 자율성이 보장된 업무보다는 조직의 지시 혹은 정부와 행정기관에 의한 업무 수행 비중이 높으며, 사회복지사의 정체성이 부합하지 않는 업무도 일부 수행하고 있었다. 사회복지실천 분야 중 사회적 약자 옹호, 이웃공동체 강화, 사회적 불평등 완화 등의 영역에서 충분한 성과를 내지 못했다고 평가하고 있으며, 사회행동이나 옹호관련 업무에 대한 점진적인 개선도 요구되는 것으로 나타났다. 본 연구는 분석의 전반적인 과정을 통해 사회복지사의 실천에 대한 현실적 이해를 도모하고, 우리 사회에서 사회복지사가 경험하는 역할을 둘러싼 혼란을 극복하는 단초를 마련하고자 실천현장의 과제를 제안하였다. 현재와 같은 혼란과 변화의 시기에 사회복지 전문직의 나아갈 방향을 모색하는데 도움이 되길 기대한다.

The environment surrounding the social work practice is constantly changing and seeking new tasks and roles for social workers. Under such circumstances, social workers are trying to respond to the demands and needs of welfare professionals in our society. The purpose of this study is to find out what the social workers are doing, how social workers perceive their practice, and how social workers evaluate their actual work, expectation, and importance. A self-administered online survey was conducted for social workers registered in ‘Seoul Association of Social Workers’ and an IPA (Importance-Performance Analysis) analysis was carried out on a total of 841 questionnaires. As a result of the analysis, social workers has relatively high proportion of general administrative tasks, while high expectations of case management, right promotion and environment change, and community organization. They are also more likely to perform works by the organizational instruction or by government and administrative agencies rather than professional autonomous work. Social workers evaluate that they could not produce sufficient results in the field of social work practice, such as advocating for socially disadvantaged groups, strengthening neighborhood communities, alleviating social inequality, and the related work of social action and advocacy. This study not only provides a practical understanding of social workers' practice through the overall process of analysis but also suggests some implications and future tasks of social work field to overcome the confusion surrounding the role of social workers in our society. We hope that this work will help us to find a right direction for social work profession at the time of confusion and changes as present.
