Abstract
Due to the scarcity of resources, lack of funds, and limited lands, social housing has been supply shortage compared to the demand. Since many incentives and policies have emphasized the amount of housing supply, there are several problems of the present social housing such as monotonous types, quality deterioration, discrepancy between need and supply. The purpose of this study are to investigate types of rental housing, investigate foreign and domestic incentives for public rental housing development, to compare design quality indicators from other governmental agencies, and to analyze design quality implementation. Although types of incentives to increase public rental housing are similar to those other countries provided, incentives and policies in Korea focused on acquisition of land and implemented regardless of each project situation and context. In addition, public policies and efforts in some counties put on quality management including design flexibility and growth control exemption. Social housings under design quality implementation have been provided with more diverse housing unit types and appearance.
