불안정 노동의 양면성에 관한 연구: 객관적·주관적 불안정성의 상호관계를 중심으로

Abstract

이번 연구에서는 불안정 노동의 양면, 즉 객관적 상태와 주관적 인식의 상호관계를 시론적으로 규명한다. 일자리 불확실, 소득 불충분, 노동조건 취약 그리고 사회적 보호 불안전으로 구성되는 불안정 노동의 다차원성을 고려하여 객관적 상태에 대해 헤도닉 가중치의 산출방식을, 그리고 주관적 인식에 대해서 요인분석의 가중치 산출방식을 각각 적용하여 객관적･주관적 불안정노동지수를 측정 후 양 측면의 상호관계를 분석하였다. 2020년 한국노동패널조사자료의 임금노동자 표본을 대상으로 불안정 노동의 양면성을 검토한 바에 따르면, 불안정 노동의 객관적 조건과 주관적 인식이 일정하게 밀접한 상호관계를 보여주지만, 서로 일치하는 동조효과(synchronization effect)의 조응관계를 갖지 않는 것으로 확인되었다. 불안정 노동의 양 측면 사이에 존재하는 괴리 또는 부조응의 관계는 객관적 불안정과 주관적 불안정에 대한 영향요인들의 상이한 작동방식에서 확인된다. 특히, 성별･연령･학력･결혼관계･거주지역 등의 개인적 속성변수들이 불안정 노동의 객관적 상태와 주관적 인식에 영향 미치는 방식이 상이하다는 점이 드러났다. 한편, 불안정 노동의 객관･주관 측면에 대해 일자리 속성요인들- 근속기간(-), 고용형태(+), 직장/사업체규모(+) -은 동일한 방향의 영향을 미치고 있어 개인적 속성들과 대조된다.

This study examines the inter-relationship between the objective and subjective facets as the ambilaterality of labor precarity, by using the wage workforce data of Korea Labor Institute Panel Survey collected in 2020. In light that precarious labor consists of multiple dimensions such as uncertainty of job, insufficiency of income, vulnerability of working conditions, and insecurity of social protection, we apply hedonic regression and factor analysis for measuring weights of precarious labor indicators and producing the Objective and Subjective Precarious Labor Indexes (O-PLI & S-PLI). Our empirical analysis finds that the objective state and subjective perception of precarious labor are to some extent inter-related, but hardly have a synchronized relationship. The non-synchronize gap between the objective state and subjective perception of precarious labor is observed in the differing mechanism of how causal factors affect the two facets. Individual characteristics, in terms of gender, age, education, marriage, and residential region, have significant effects over precarious labor between the objective and subjective facets in the different way. In contrast, job attributes, such as tenures, employment type and firm size, have isomorphic effects on both objective state and subjective perception of precarious labor
