국가 간 비교를 통한 요양보호사 교육의 고도화 방안

Abstract

요양보호사는 노인 장기요양서비스의 주요 인력으로, 요양서비스 질 향상을 위해서는 요양보호사의 전문성이 확보되어야 한다. 요양보호사 교육제도는 여러 측면에서 문제점이 지적되고 있으나 개선방안을 위한 국가 간 비교고찰 연구는 부족하였다. 이 연구는 주요 선험국의 요양보호사 교육제도의 현황을 파악하고 내용을 비교분석함으로써 한국 요양보호사 교육 개선을 위한 시사점을 도출하고자 하였다. 노인 장기요양 관련 제도 도입이 앞선 독일, 일본, 영국, 네덜란드, 덴마크를 선정하여 국내외 문헌과 방문조사 결과를 바탕으로 제도적 배경, 양성교육, 직무교육 및 경력개발에 관련된 내용을 분석하였다. 선험국은 노인 장기요양 관련 직종이 업무내용과 경력에 따라 여러 단계로 구분되고, 교육과정이 세분화되어 있다. 양성교육은 단기 연수에서 장기간 교육까지 다양한 과정과 강화된 실무교육을 특징으로 하며, 현직 종사자들을 위한 교육도 경력개발 및 승급 제도와 연계되어 활성화되어 있었다. 또한 운영과 질 관리를 위한 전담기구 등 국가정책이 마련되어 있다. 요양보호사 교육제도 개선을 위하여 인력 양성부터 직무교육까지 연결성을 갖춘 교육체계와 실무교육 강화, 교육의 질 관리를 위한 전담기구 마련이 우선되어야 하겠다.

This study aimed to overview education systems of long-term care workers in six countries(Germany, Japan, United Kingdom, Netherlands, Denmark and Korea) and identify strategies for the improvement of the education system in Korea. We examined differences and similarities in initial training, continuing education and career development system of the long-term care workers based on literature review and visit survey to England. The results showed that long-term care workforce in other countries were divided into several levels by work experience and job qualifications. They also featured longer duration and more intensified initial education for long-term care workers than Korea. Also, a variety of education programs and learning opportunities are open to potential care workers. More importantly, long-term care workers could participate in continuing education since career ladder system is well-established in these countries. In order to enrich the quality of education for long-term care workers in Korea, the education system with connectivity from the initial training to the continuing education is needed.
