정부비밀 관리 정책의 평가: 분석 틀의 탐색을 중심으로

Abstract

The purpose of this paper is to develop a theoretical framework needed for evaluating the government secrecy management system which increasingly faces the need for reform. During the Cold War, when modern nations had been under acute competition militarily, the primary concern of security classification programs was to withhold national security information. In the post Cold War era, however, as evidenced in the reform efforts of developed nations. there is a growing trend to share information with the public. While reviewing the relevant literature hitherto, this study first analyzes the structure. classification procedures, and impact of the government secrecy system and suggests, as a strategic evaluation framework, an information life cycle perspective with three stages of (1) secrets production. (2) administration and use, and (3) disposition. Secrecy fields and items in the evaluative stage as well as criteria and standards for classifying information as components of the framework are also discussed in practical ways, showing how government secrets and relevant policies can be evaluated at each stage and what benefits and limits are expected. Furthermore, it argues that each stage and its elements in this evaluation approach should be examined in two dimensions of information quality and quantity for guiding choices and judgments of specific policy intervention vis-a-vis government secrecy. Contributions of this study might be found in establishing an analytical instrument as it applies to the government security classification system for practitioners in the field of information security policy.
