Abstract

The purpose of this study is to explore the theoretical constructs and conceptual properties of transparency guiding many of the reforms recently initiated by the government. To do this. after reviewing the previous literature on transparency. the author defines the term "transparency" as a composite of information having two dimensions of quantity and quality and its accessibility. which are not separable. With both perfect information and the full accessibility of the information. transparency can be realized. In this respect. transparency is a status or condition wherein government information is easily. widely. and equitably available to citizens. Based on these conceptual components of transparency. government reforms for transparency should concentrate on improving the quality and quantity of information provided by the government and the ability of citizens to access the most appropriate. useful aspects thereof. This study isn't an empirical evaluation. but just a preliminary analysis that takes a modest step in trying to understand transparency and its significance. Clearly more studies. both conceptual and empirical. are necessary in this area.
