Abstract

This paper reports the results of a test of anticorruption effects of the PPQM OK system, which Yeongdeungpo-Gu, one of the autonomous districts of Seoul City developed in 2006. One of its purposes, as an ICTs-based initiative was to effectively curb corruption. After a literature review of the relationship of e-governance and corruption, the system was explained. The research questions were presented: Does the system indeed have a significant effect on anticorruption? If so, to what degree? What is the mediating role of transparency between the system and corruption? In addition, are there any significant differences in attitudes towards transparency and corruption between the three groups of residents: “don’t know the system,” “know but didn’t use the system,” and “used the system.” To answer the questions, the three hypotheses were tested through a survey. The results were reported from the anticorruption effects of the system to the mediating role of transparency. While the effects of the system as a transparency approach were highlighted, the major findings including the implications of the role of e-governance in preventing corruption were discussed. This study hoped to test some assumed understandings of the anticorruption effects of e-governance and shed light on the implications for future policy.
